To the directors of the network (of the Ohalei Yosef Yitzchak Lubavitch schools) in the Holy Land,

may Hashem accord you long life,

It is clear that all the forces must converge to the profit of the network. I indicated that the teaching staff must be recruited from among the Chassidim*. I meant that they have priority, in conformity with the teaching of our Sages, according to which "the poor of your city have precedence."

What is more, the work of the network sometimes demands more self-sacrifice than another activity. It is therefore easier to ask the Chassidim* to give proof of it, and from their part, one can hope that it will indeed be so. Moreover, it is regrettable that Chassidim* possessing capacities use them in other vineyards (institutions that do not belong to the Lubavitch movement), especially if it is possible to enlarge the activity of the network.

Those who must work there will therefore be trained in advance, and one will not wait for the last minute to go seek them, in which case one will have to content oneself with those whom one will find.

It seems that the project of a study day for the teachers, with speakers, has not come to fruition. To complain of the past is useless. Nevertheless, you will strive to organize it now, if possible with the diffusion that befits. It is useless to specify the positive contribution that will result from it. This will mark itself within as outside.

You will confirm to me having received my preceding letter and, in the measure of the possible, you will respond to it as quickly as possible.

Greetings and blessing,

I received your letter of 16 Sivan, as well as the one that preceded it. Our Sages say that "one counsels zeal uniquely to those who, by nature, possess this quality," and I therefore remind you again of the necessity, in all the measure of the possible, to increase the number, and therefore the quality, of the students during the vacances (vacation, in French in the original).

Indeed, there must be at least one Yeshivah* Lubavitch in Europe, and if it is not in France, I do not know where it can find itself. It is necessary therefore, according to the expression of our Sages, that "a thousand persons undertake the study of the Written Law" so that "one arrive at teaching it," as Chassidus* explains, at the beginning of Likkutei Torah on three parshiyos*.

Without doubt, the more you multiply the number of the students during the vacation, the more there will be who remain there permanently.

I am surprised that, in none of your letters, you mention your démarches to obtain a visa (in order to visit the Rebbe in the United States).

You will surely comment on the letter addressed to the Sephardic students (letter no. 2730) in the terms that suit them and bringing to it your own touch. May Hashem accord you success.

Nor do you say anything of your state of health. May Hashem grant that it be possible to see in this the proof that all is well.

מאשר הנני קבלת מכתבו מט"ז סיון וכן הקודם לו וע"פ מרז"ל אין מזרזין אלא למזורזין כו' הנני לעורר עוה"פ ע"ד ההכרח להגדיל הכמות ובמילא גם האיכות בימי הוואקאנס בכל השתדלות האפשרית, כי הרי סו"ס מוכרח הדבר שיהי' באירופא עכ"פ ישיבה אחת תו"ת ואם לא בצרפת אינני רואה מקום לזה כמובן ובמילא צריך לראות שיהי' כמרז"ל אלף נכנסים למקרא כו' שאז סו"ס אחד יוצא להוראה וכמבואר הענינים ע"פ דא"ח בלקו"ת לג' פרשיות בתחלתו. ובלי ספק אשר ככל שירבה מספר התלמידים בימי הוואקאנס כך תגדל האפשריות שירבה ג"כ מספר אלו שישארו ללמוד בתמידיות.

לפלא שבכל מכתביו אינו מזכיר ע"ד השתדלות אודות הוויזה שלו.

המכתב לתלמידי הספרדים בטח יבאר אותו באותיות המתאימות להם ובתוספת נופך משלו והשי"ת יצליחו.

גם ע"ד בריאותו אינו מזכיר דבר ויה"ר שיהי' זה ראי' והוכחה שהכל שלום.
