Greetings and blessing,
You evoke the activity of this Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs. You consider that it prevents him from studying Torah as he should.
You know the assertion of the Alter Rebbe, enunciated at the beginning of Torah Or, according to which by giving tzedakah*, a fortiori when it addresses itself to the greatest number, one obtains "a brain and a heart a thousand times more refined."
The commentaries of the Tzemach Tzedek on this text, which figure in the Likkutei Torah on three parshiyos*, emphasize that the figure thousand is cited here with precision and that it must in no way be interpreted as an exaggeration.
In consequence, communal activity cannot be an obstacle. Quite the contrary, it comes to one's aid.

... מה שמעורר ע"ד עסקנותו של הרה"ח אי"א נו"נ עוסק בצ"צ כו' מוה"ר...
שבמילא אפשר זה מפריעו משקידה בתורה כדבעי. הנה ידוע פסק רבנו הזקן (בתורה אור בתחלתו) אשר ע"י עשיית הצדקה (וצדקה דרבים עאכו"כ) נעשים מוחו ולבו זכים אלף פעמים ככה, ומהגהות אדמו"ר הצמח צדק לדרוש זה שנדפס בלקו"ת לג' פרשיות, מובן שהמספר אלף הוא בדיוק ולא בדרך גוזמא, ובמילא עסקנות דצרכי צבור אי אפשר שתפריע ואדרבא מסייעתו.
