Greetings and blessing,
I received your letter.
You question me on the commentary of Rashi at tractate Sotah 39b, according to which, at the end of the last Amen (of birkas kohanim*), the kohanim* turn around (toward the holy ark, thus turning their backs to those whom they have just blessed). The chazzan* then begins Sim Shalom (one of the blessings of the repetition of the prayer), and the kohanim* say the prayer Ribono Shel Olam ("Master of the world, we have done what You commanded us"). Now, the Talmud affirms that the kohanim* cannot turn around before the chazzan* has begun Sim Shalom, as the Chavos Yair specifies, commenting on the Rif at the end of tractate Megillah. Among the early Sages, none adopts the same opinion as Rashi on this question.
One can consider that the basis of this commentary of Rashi is logical reasoning, and you will consult on this subject the Tosafos at tractate Shevuos 22b and the Sdei Chemed, principles, at the article "sevarah." But Rashi also founds himself on the Talmud.
He founds himself on the Talmud, for the latter said previously that the kohanim* do not have the right to begin a new blessing as long as one has not finished saying Amen to the preceding one. One can conclude that, immediately after that, they may do so. According to Rashi, one can therefore consider that this assertion makes reference to the prayer Ribono Shel Olam, as the Beis Yosef also shows. You will also see what the Shulchan Aruch* Orach Chaim, ch. 128, end of par. 18, says.
As for the logical reasoning on which Rashi founds himself, it is the following:
A) The prayer of the kohanim*, Ribono Shel Olam, follows on their blessing, and it must therefore be said in proximity to the latter. This consideration is added to what the Siddur Kol Yaakov explains, at par. 7. The kohanim* must therefore, beforehand, turn around in order to say this prayer in the direction of the Shechinah*.
B) Certainly, the paragraph Ribono Shel Olam must be linked to Sim Shalom, for both have the same content. But why should the kohanim* and the people be face to face after the last Amen, while birkas kohanim* is already finished?
And, what to do if the other Decisors, including the Alter Rebbe, have disposed otherwise?
The Gemara* says effectively that the kohanim* do not have the right to turn around as long as the chazzan* has not begun to say Sim Shalom, but Rashi will adopt the explanation of the Maharshal ("This means that it is possible to begin Sim Shalom after one has said Amen. This is what Rashi explains"), which you cite in your letter. And, in fact, Rabbeinu Chananel employs this same formulation, which is not very precise, because of its conclusion, "until he finishes," expressing by these terms the new idea that he wishes to introduce.

The Tosafos at tractate Sotah 39a cite the commentary of Rashi without questioning themselves about it, and one can conclude that they accept it.
The Levush, at ch. 128, par. 15, says that the kohanim* turn around when the chazzan* says "vetov be'einecha" (that is, later than Sim Shalom). The Ko Sevarchu, at the article "prayer," questions himself on this subject. One can also be surprised by the formulation of the Levush himself at par. 16. But the time at my disposal does not permit developing all that (this letter is written on the eve of the festival).

מש"ס - דאמר לפ"ז דאין הכהנים רשאין להתחיל בברכה אחרת עד שיכלה אמן, משמע דתיכף אח"כ רשאין, וי"ל דלרש"י קאי בברכת רבש"ע, וע"ד מש"כ והכריח בב"י וראה שו"ע או"ח סקכ"ח סוסי"ח.
מסברא:
א) תפלת הכהנים רבש"ע כו' הוא בהמשך לב"כ, וא"כ צ"ל סמוכה לה (והוא נוסף על הענין שנת' בסק"י ס"ז), ומקודם לזה צריכים להחזיר פניהם כדי שיתפללו לרוח שהשכינה שם,
ב) אף שיש לקשר אמירת רבש"ע עם ש"ש - דחד עניניא הוא, אבל מה טעם לפא"פ דכהנים והעם - לאחר סיום אמן אחרון, שנגמר ענין דב"כ?
ומה אומר וכל הפוסקים - וגם אדה"ז - פסקו אחרת.
ומ"ש בש"ס דאין רשאין להחזיר עד שיתחיל הש"ץ ש"ש - יפרש רש"י דעכצ"ל כפי' הרש"ל שמביא כת"ר במכתבו. ויש להמתיק, דנקט ר"ח ל' זה דאינו מדויק כ"כ אגב סיפא עד שיגמור - שזהו עיקר חידושו.

כיון דבתוד"ה וכי (סוטה לט, סע"א) מביא פרש"י מבלי להעיר ע"ז משמע דס"ל כותי'.
מש"כ בלבוש סקכ"ח סט"ו דמחזירים פניהם, כשאומר וטוב בעיניך כו' - כבר הקשה ע"ז בס' כה תברכו מע' תפלה. גם צ"ע מל' הלבוש עצמו שם סט"ז. ואין הזמ"ג להאריך.
