To the distinguished Chassid* who fears Hashem,

Rav Yisrael (Rav Y. Harrisson, of Long Beach),

Greetings and blessing,

I had news of you, with pleasure, through the distinguished Chassid* who fears Hashem, devotes himself to communal needs with eagerness and has good conduct, Rav Nissan called Doctor Mindel (the Rebbe's secretary, in charge of his English correspondence). As you asked of me, I mentioned your name, in a propitious moment, near the holy tziyun* of my father-in-law, the Rebbe, whose merit will protect us, that you have a long life and good years. As you know, my father-in-law, the Rebbe, would add: "good in every sense of the word" (see letter no. 2268).

Doubtless you will announce to me good news, confirming that your days and your years are good, materially and spiritually.

You ask me a question concerning tzitzis*. Does one fulfill the mitzvah* as long as one wears them, or only at the moment when one puts them on, as is the case for the lulav* (the mitzvah is to take it in the hand, and one does not perform an additional mitzvah by keeping it in one's hand)?

The verse says: "You shall see them and you shall remember." One can deduce from this that, just as it is a mitzvah* to remember at every instant, it is the same for that which leads to remembering — that is, the seeing of the tzitzis*.

The early Sages establish clearly that it is so. Thus, it is said, at the beginning of the Sefer HaYireh of Rabbeinu Yonah*: "The mitzvah* of tzitzis* consists essentially in wearing them permanently." This is the version adopted by the Vilna Gaon* in his commentary on Shulchan Aruch* Orach Chaim, at the beginning of chapter 24, and such is also his own opinion, as he specifies.

And the Piskei Dinim of the Tzemach Tzedek*, Orach Chaim chapter 2, paragraph 7, seem even to indicate that this is, at every instant, a mitzvah* of the Torah, and not a virtuous conduct introduced by the Sages. You will also consult the commentary of the Ibn Ezra* on the verse Bamidbar 15:39, which adopts the same conclusion.

ובודאי יבשר טובות אשר הימים והשנים הם טובים אצלו הן בגשמיות והן ברוחניות.

ובמה שהעיר בענין מצות ציצית אם מקיים המצוה בכל שעה שמלובש בציצית או רק בשעה ראשונה וע"ד נטילת לולב.

הנה מובן הדבר גם ממה שנאמר וראיתם אותו וזכרתם, וכמו שהזכירה בכל עת מצוה היא הרי גם סיבתה היא הראי' כן הוא, ומפורש הדבר בראשונים בספר היראה לרבנו יונה קרוב לתחלתו שכותב וז"ל: עיקר מצות ציצית ללבשו תמיד (כן הוא גירסת הגר"א בביאורו לשו"ע או"ח ריש סימן כ"ד וכן הוא גם דעתו של הגר"א, ראה שם).

ובפסקי דינים לאדמו"ר הצמח צדק או"ח סי' ב' ס"ק ז' משמע דעתו שבכל שעה זהו מצוה דאורייתא (ולא רק הידור דרבנן), וראה ג"כ בפירוש האבן עזרא במדבר ט"ו ל"ט שגם שם מוכח כן.
