To the directors of Agudas Chassidei Chabad in Eretz Yisrael*,
may Hashem grant you long life,

Greetings and blessing,

I duly received your letter of 19 Adar Sheni and the request for blessing accompanying it.

You speak of the successor of Rav Merari, and you tell me that this role has been entrusted to a particular person. I want to believe that, even so, Agudas Chassidei Chabad has in no way discharged its responsibility. Nevertheless, every activity must have someone in charge, and that is why this person has been designated. But it is clear that you must all assume your mission, doing everything so that a concrete result is obtained.

Obviously, my goal is in no way to discredit the one whom you have chosen to assume this role, but only to underscore the responsibility of all. For it is said: "the answer is obtained by multiplying counselors."

The same will be true, in the future, for everything that concerns you. When a project is entrusted to one or to several persons, they must solely obtain the concrete result, and the responsibility of Agudas Chassidei Chabad is therefore in no way diminished.

You propose to me the dismissal of a certain person, and you do not specify why you suddenly wish to remove from his functions someone who has assumed them for many years. If he is fulfilling his role less well and is losing interest in it, he must be called to order, warned a second time, and then a third — but not dismissed outright.

You tell me that, in your opinion, Agudas Chassidei Chabad must receive other missions in addition to those that I specified to it in my letter (no. 1183). It is quite clear that there was no need to specify to you that this association must have knowledge of everything that takes place in the Chabad* shuls* of Eretz Yisrael*, and of everything concerning the Rabbanim* and the shochatim*. My letter had as its sole purpose to remove ambiguities — not to recall the obvious.

Since the question of the shuls* is being raised, it would be good to make an evaluation of the present situation, to know where the Chabad* shuls*, Rabbanim*, and shochatim* are located, in order to verify that their number is not decreasing — quite the contrary.

The same is true for the new settlements where there are communal leaders who are Chabad* Chassidim. Through their intermediary, work must be found for Chassidim or for their descendants, particularly in fields that will allow them to exert moral influence.

With my blessing for success in your sacred shlichus*, awaiting your good tidings,

P.S. Kindly disseminate my proposal to learn, during these days of Pesach*, the chassidishe* maamarim* of Pesach* 5704 (1944, by the Frierdiker Rebbe), which have just been printed, as well as those that appeared, some time ago, in fascicle no. 91.

I also enclose my proposal for the distribution of the funds intended to finance the marriages of needy couples.

מאשר הנני קבלת מכתבם מי"ט אדר שני והפ"כ המצורף אליו.

ובמ"ש אודות ממלא מקום הרב מררי ע"ה, שנמסר זה לפלוני בן פלוני, הנה רצוני ללמ[וד] הכוונה בזה, שאין הפירוש בזה שנסתלקה האחריות מאגו"ח, אלא שכיון שבכל ענין צריך מי שיתעסק בזה בפרטיות הרי נמסר לפב"פ, אבל מובן שיעמדו על המשמר והכ[ל] יעשה באופן שיבוא הדבר לפועל טוב. ולמותר להבטיח (באווארענען) שאין כוונתי ח"ו למעט במהות הנבחר מאתם לענין זה, אלא רק להוסיף באחריות כולם, שאז הרי תשועה ברוב יועץ. וה"ה גם בנוגע על להבא בעניניהם, כשנמסר איזה דבר או ענין ליחיד או ליחידים ע"מ להביא לפועל, הרי בודאי הכוונה בזה כנ"ל, שהם רק יביאו לפועל את הנ"ל, ובמילא אינה ממעטת כלל האחריות המוטלת על אגו"ח.

במ"ש אודות... ומתחילים בהצעה לסלק את פב"פ, הנה אינם כותבים הטעם ע"ז למה לפתע יסלקו איש ממשרתו בה הי' כו"כ שנים. ואם התחיל המדובר למעט ולמעול בתפקידו, הרי צריך שישתדלו שימלא את תפקידו כראוי ולהזהירו ע"ז כפול ומשולש, אבל לא להתחיל מסילוק המשרה לגמרי...

מ"ש שכנראה ישנם עוד תפקידים לאגו"ח מלבד אלה שהצבעתי עליהם במכתבי מאז, הנה מובן מעצמו, שלא הייתי צריך למנות במכתבי ענינים כמו ידיעת מצב בתי כנסיות חב"ד באה"ק ת"ו, או רבנים ושובי"ם כנ"ל וכו' וכו', ולא כתבתי במכתבי אלא ע"ד אותן הנקודות ששייך בהן ספק.

וכיון שכבר באתי לנקודה ענין הבתכ"נ, כדאי הי' לדעת המצב עתה, היינו איפוא ישנם בתי כנסיות חב"ד וכן רבנים ושו"בים חב"ד - כדי לעמוד על המשמר שלא יופחת מספרם, ואדרבה. וכן בנקודות ישוב חדשים, שם ישנם עסקנים מאנ"ש וחב"ד, להשתדל על ידם למצוא שם עניני פרנסה ב[שביל] אנ"ש, או גזע אנ"ש, ובפרט במשרות הנותנות השפעה לבעליהם במובנים רוחניים.
