To the young man, the distinguished Chassid who fears Hashem and devotes himself to communal needs, Rav Yaakov Eliezer Herzog of Melbourne, Australia,

Greetings and blessing,

You ask me whether a child may be counted in a minyan* (i.e., among the ten persons whose presence is necessary for reciting tefillah*). I am particularly surprised at such a question coming from Chassidim*.

You and the Chassidim* find yourselves in a country where you must spread the conduct of our holy masters and of their talmidim*. You must therefore be particularly scrupulous. And, in my view, one must not adopt such a practice. With the necessary effort, you will find, each time, ten men over the age of bar mitzvah*.

I have learned that you have purchased a building for the yeshivah* in the center of the city (see letter no. 2310). Doubtless you are exerting yourself to bring this project to realization — that is, to transfer the yeshivah* there as quickly as possible. And each one is doing all in his power to obtain such a result.

May Hashem guide us on the way that He desires, materially and spiritually at the same time.

With my blessing for success in all that has just been said, and for a freilichen* Purim*,

והנה בהנוגע לשאלתו אם לצרף קטן למנין, הנה הוא מילתא דתמי' ביותר בין אנ"ש, וכיון שנמצא הוא וכן אנ"ש שי' במדינה כזו שצריך לפרסם גם שם הנהגות נשיאנו רבותנו הק' והחסידים שלהם במילא יש לדייק בזה יותר, ולכן לדעתי אין לעשות את הנ"ל, ובודאי כשישתדלו הרי ברוב הפעמים ימצאו מנין בני י"ג שנה.

נתקבלה הידיעה שקנו בנין להישיבה במרכז העיר, ובודאי משתדלים גם בהנוגע לפועל היינו שיוכלו להעביר לשם בהקדם את הישיבה וכאו"א משתדל בזה ככל יכולתו... והשי"ת ינחהו בדרך הטובה לפניו בגשמיות וברוחניות גם יחד.
