Greetings and blessings,
I reply to your letter of Tuesday of Parshas Beshalach, in which you tell me of your state of health. You also indicate to me your problems with your neighbors, who are not easy.
Concerning your health, you will consult two medical specialists and follow their prescription. The Torah has given the doctor permission and therefore also the power to heal.
As for your bad neighbors, such problems generally arise from a lack of fervor in the recitation of birchos hashachar*, in which one also says: 'Save us… from a bad neighbor,' and especially from insufficient effort to fight the 'bad neighbor' that is found in man's heart — that is, his yetzer hara*.
One must therefore exert effort in these two domains. From then on, Hashem acts middah keneged middah*, but in considerably increased measure. And one can in this way observe an improvement in the relationship with the bad neighbor in the literal sense.
It would be well to have the mezuzos* of your home checked, to ensure that they are all kosher*. You will do likewise for your tefillin*.

במענה על מכתבו מג' בשלח בו כותב אודות מצב בריאותו וגם אשר סובל הוא משכנים תקיפים.
והנה בנוגע לבריאותו צריך להתייעץ עם שני רופאים מומחים ולעשות כהוראתם והתורה נתנה רשות (שפירושו ג"כ כח) לרופא לרפאות...
בהנוגע למ"ש אודות שכנים רעים, הנה ע"פ רוב זהו בא מחוסר הכוונה בברכת השחר כשמתפללים שתצילנו כו' ומשכן רע, והעיקר כשאין משתדלים כראוי בהנוגע להשכן רע שבלב האדם הוא היצה"ר ובמילא כשמוסיפים בשני הענינים הרי מדתו של הקב"ה מדה כנגד מדה אלא שכמה פעמים ככה. ורואים הטבה גם בהנוגע לשכן רע כפשוטו ומהנכון לבדוק המזוזות בדירתו. שיהיו כולן כשירות וגם התפילין שלו.
