To the rav, distinguished chassid* who fears Hashem
and devotes himself to communal needs,
Rav Yehudah Leib HaLevi[1],
Greetings and blessings,
I have duly received your letter of Monday of Parshas Va'eira, at the beginning of which you write: "Here, there is nothing new."
This introduction immediately arouses surprise. It is said that Hashem "consulted the Torah to create the world." And one ought to regard this Torah, every day, as if it were new. How much more so must man, defined as a "small world," renew himself daily — particularly in order to bring to fruition the mission that divine providence has entrusted to him.
You had the merit of being a student of the yeshivah in Lubavitch[2]. There you were able to behold the luminaries[3]. There is therefore, without doubt, no need to elaborate.
Obviously, my intent here is to underscore the necessity for each person to act within the framework of his city, for positive accomplishments have no limit. It is always possible to act. To be sure, from the standpoint of teshuvah*, passivity is preferable to incorrect action. By contrast, if one considers the purpose of the creation of man as defined by the Tanya* — namely the necessity of building for Hashem a dirah betachtonim* — passivity is indeed a failure to assume the entrusted mission, since it has the effect of letting hours slip by that ought to have been devoted to it, as it is said: "Days were created, and through them the One is present." Now this is not the case here.
It is clear that my intent is not to give you mussar*, chas veshalom*. Chazal* say that one advises zerizus* only to those who by nature already possess this quality. Furthermore, an assurance has been given by our masters to whoever wishes to assume the mission they entrust[4]. For the Heavenly Court has ruled[5] that in everything pertaining to Torah, fear of Hashem, and good conduct, those who are bound to him[6] and follow his path will have the upper hand. You will consult on this matter the summaries of Tanya*, p.122.
I enclose the chassidic* maamar* delivered last year on the day of the hilula* of my father-in-law, the Rebbe[7], may his merit protect us. You will surely take a generous attitude and place it at the disposal of the largest number.
Likewise, I enclose my letter[8] and the receipts for the nusach Ari Zal* shul "Anshei Lubavitch." If an explanation is needed in this regard, you will surely find the suitable words to give it.

מאשר הנני קבלת מכתבו מב' וארא, וכותב בהתחלתו "אתנו חדשות אין".
והנה ההתחלה תומ"י מעוררת תמהון, דהרי אסתכל באורייתא וברא עלמא וכיון שהתורה צ"ל בלכ יום ויום כחדשים הרי עאכו"כ שכאו"א מבני אדם שהוא הנקרא עולם קטן צריך לחדש בכל יום ובפרט במילוי תפקידו שהוטל עליו מההשגחה העליונה, ולכת"ר שזכה ללמוד בישיבת תומכי תמימים בליובאוויטש וראה מאורות, בודאי אין צריך לאריכות בזה,
ומובן בזה שכוונתי כפשוטו שכל אחד צריך לפעול בעירו, והרי לטוב אין שיעור ותמיד יש מקום לפעול והעדר העשי' הנה אף שבעניני תשובה פשיטא שיש בזה חילוק לגבי עשי' שלא כדבעי, אבל בנוגע לעיקר בריאת האדם שתכליתו כמבואר בתניא לעשות לו ית' דירה בתחתונים הרי גם העדר העשי' הוא ע"ד מעילה בשליחות כיון שעוברים שעות שניתנו לו לתכלית הנ"ל, וכידוע הפירוש על הפסוק ימים יוצרו ולו אחד בהם און ער ניצט דאס ניט אויס.
מובן ג"כ שאין כוונתי לאמר מוסר ח"ו אלא ע"פ מרז"ל אין מזרזין אלא למזורזין ולההבטחה ע"פ פסק רבותינו נ"ע אשר כל הרוצה לפעול בשליחותם הרי בפסק בית דין של מעלה אשר בכל ענין של תורה יראת שמים ומדות טובות תהי' יד מקושריו והולכי בעקבותיו על העליונה (יעויין ס' קיצורי תניא עמוד קכ"ב).
