To the great Rav, distinguished chassid* who fears Hashem*
and devotes himself to communal needs,

Greetings and blessings,
I am responding to your letter, in which you mention the wondrous precision of Rashi*, in his commentary on the verse Tisa 33:12, which states: "See, turn Your eyes and Your heart toward Your words." I will offer my contribution to your analysis by clarifying what Rashi* means here and the source of his statement.
The purpose of Moshe*'s request, which Rashi* relates in these terms, is the following. The Shechinah* was to be maintained in Yisrael*, despite the cheit*. The Atzmus* of Hashem* was to be revealed, and not an emissary or any other intermediary, as is explained in Likkutei Torah*, Tzav, p. 12c.
This is why the verse goes on to say: "If Your Presence does not accompany us…[2] We will be distinguished, I and Your people…[3]" This is the sense of the dwelling place that must be built for Hashem* here below, as it is said: "They shall make Me a Mikdash*, and I will dwell among them" — that is, "within each one" — through this Mikdash*.
In this way, we can determine what Moshe* means by considering the promise of HaKadosh Baruch Hu* concerning the Beis HaMikdash*, of which it is said: "My eyes and My heart will be turned toward it, all the days," including in a moment of anger.[4]
What has just been said allows us to understand a surprising passage of the Yerushalmi*, in tractate Berachos, chapter 4, paragraph 5: "His Face is turned upward, but His Eyes and His heart remain below." One can also understand the precision of Rashi*, who concludes his words with: "toward Your words," which alludes to Malchus*, the sefirah* of heavenly Sovereignty.[5]
It is through speech that the world was created, whose ultimate stage and inner dimension are the Beis HaMikdash*. Indeed, the earth as a whole is the dwelling of Hashem*, but within the world, Hashem* dwells more specifically in the Beis HaMikdash*.
One can thus understand the expression "His eyes and His heart," according to what is explained in Tikkunei Zohar*, Tikkun 21, p. 50b, "and the secret of this word…"

במענה על מכתבו בו העיר על דיוק לשון רש"י הנפלא (תשא לג, יב) וז"ל ראה תן עיניך ולבך על דבריך. ואענה גם אני חלקי, בכוונת רש"י, וגם מנ"ל לרש"י .
תכלית בקשת משה הנ"ל היתה שאף שחטאו ישראל הנה בכ"ז תהי' השראת
השכינה ביניהם, עצמותו ומהותו ית' ולא ע"י שליח ואפי' לא ע"י אחר (עיין לקו"ת צו יב, ע"ג). וכמו שמסיים בקרא אם אין פניך הולכים גו' ונפלינו אני ועמך גו' אשר זהו ענין דירה לו ית' בתחתונים ועשו לי מקדש ושכנתי בתוכם בתוך כאו"א ע"י המקדש. ובמילא ידוע לנו כוונת משה מהבטחת הקב"ה בהנוגע לבית המקדש וכמו שנאמר והיו עיני ולבי שם כל הימים , היינו גם בעת ריתחא.
ובזה יובן הירושלמי התמוה - ברכות פרק ד' הלכה ה' - פניו למעלה ועיניו ולבו למטה, עיי"ש. ועפ"ז מובן ג"כ דיוק לשון רש"י וגם מה שמסיים "על דבריך" שהיא ספי' המלכות, שבה נברא העולם שתכליתו ופנימיותו הוא בית המקדש, כי כללות העולם הוא דירה לו ית', ובעולם גופא - זהו ענין בית המקדש, ועפ"ז יש לבאר ג"כ הענין דעיניו ולבו - עפ"י המבואר בתקוני זהר תקון כ"א דף נ' ע"ב ורזא דמילה כו'.
