To Mr. Moshe Kol[1],
Greetings and blessings,
I was pleased to make your personal acquaintance and to converse with you about problems concerning a large part of our people. I was, in particular, satisfied to hear that you view favorably a collaboration and sustained help, in its various domains of activity, with the Chabad movement in the Holy Land.
These points are the following:
A) There is, first of all, the school network destined for the children rescued from the grip of missionaries[2]. According to the letters I have just received, it is possible for us to take charge of it. Now, you told me that, if the premises and the personnel suit you, the body you direct could grant half of the expense necessary to realize such a project. The second half could presumably be paid by the various administrations you will contact for this.
In accordance with your proposal, I am writing to my representative in the Holy Land[3] so that he may address himself to your assistant, Mr. Yaari, to whom you will, in the meantime, have transmitted the necessary instructions.
B) Regarding the students of our schools in Morocco wishing to settle in the Holy Land[4], with our consent, on condition that they can be assured an education in conformity with their wishes and those of their parents, you gave me the assurance that no pressure would be exerted on them and that they could pursue their studies in the institutions affiliated with the current with which they would identify, with the office of Aliyah*, in Morocco.
Furthermore, these students will obtain from Aliyat HaNoar*, beyond the assumption of the costs inherent in their aliyah*, also the means of satisfying their needs in the Holy Land until their seventeenth year.
C) In accordance with the negotiations that have been conducted on this subject[5], the building of the agricultural school of Kfar Chabad Safriyah is to be carried out, thanks to the help of your body, the office of Aliyat HaNoar*.
You estimated that the time necessary for this building would be six months for a prefabricated building, and that this delay would be even longer for a normal construction. As we said, the office of Aliyat HaNoar* will undertake to find the financing for the construction of this school, on condition that one half of this amount be considered as a loan, the responsibility for the repayment of which I will personally assume, within five years.
The payment dates, the modalities, and the various points will be fixed during the negotiations that will take place with my representative, Rav Gorodetski, or the one whom he will designate.
I will mention one more point, which I have already raised. I am ready to envisage other schools, in addition to this one, that would teach agriculture. Indeed, I think there will be considerable demand to study this discipline in our institutions.
You replied to me on this subject that you preferred to wait until the first school is operational, and that one would envisage subsequently the creation of other similar institutions.
I emphasize once more that I was satisfied not only with our exchange, but above all with the approach you have adopted, in your own words, of what you yourself qualified as collaboration between us. I therefore have good hope that positive actions will result, for our common satisfaction and good will.
Before concluding my letter, I take the liberty of emphasizing an idea, having a general bearing, since you spoke to me of the city in which you were born and of your origin.
All emanates from divine hashgachah pratis*, and how much more so is it the case for that which concerns a great number of people, or even an entire community. In this case, you are charged with directing Aliyat HaNoar*. You have the merit of exercising a wide influence, and you therefore assume an immense responsibility. You know the value Torah* in general, and Chassidus* in particular, accords to youth.
The most incidental, the most insignificant event occurring in the life of a little boy or a little girl can influence the formation of their personality for all the rest of their existence. One cites, in this regard, the image of a seed[6], the slightest scratch on which is transformed into an immense opening when it becomes a tree. In contrast, the same scratch on the trunk of the tree leaves only a negligible trace.
One who is charged with shaping, up to a certain point, the existence of youth is therefore invested with considerable responsibility. He also has an inestimable merit, which Hashem grants him, since he can guide hundreds and even thousands of children of Israel.
In accordance with the saying of the Baal Shem Tov[7], which we have many times heard from my father-in-law, the Rebbe, whose merit will protect us, every Jew is important to our Father in heaven, cherished by Him as if he were His "only son."
Hashem grants man not only responsibility and merit, but also the aptitudes and forces necessary for him to fully accomplish his mission in our world. And, so that it may not be a question of "the bread of shame"[8], He also gives him free will, so that he may make use of all these forces in a positive manner or in the opposite direction, chas veshalom*.
I conclude my letter by expressing to you my wishes that you concretely assume your mission in the best way, that you make full use of the merit granted you, that of being able to do good to these people, materially and spiritually at once. Our Torah* gives the assurance that in discharging one's obligation toward the community, one receives blessing and success in one's personal preoccupations, for oneself and for all one's family.

שלום וברכה!
נעמה לי ההזדמנות להכיר את כבודו פנים אל פנים ולשוחח אתו ע"ד הבעיות הנוגעות לחלק חשוב מבני עמנו. בפרט נהניתי לשמוע אשר רואה במקצועות השונים דתנועת חב"ד באה"ק ת"ו מקום לעבודה משותפת וסיוע ניכר מצדו,
והענינים הם:
(א) ענין מוסד חינוך עם סניפי' בעד הילדים המוצלים מהמיסיון, אשר יש אפשרות בידנו, ע"פ המכתבים [ש]קבלתי זה עתה, לסדר, ולפי דברי כ' הנה אם יתאים הבנין והפרסונל הרי המשרדים העומדים תחת הנהלתו יקבלו עליהם מחצית ההוצאה הכספית הכרוכה בתמיכת מוסד כזה, ומחצית השני' בטח ימציאו המשרדים הממשלתיים שאתם נכנס בדברים בזה.
וכפי הצעתו הנני כותב לבאי-כוחי באה"ק ת"ו שיפנו לממלא מקומו מר יערי, אשר לעת שיפנו אליו כבר תהיינה בידו הוראות בזה מכבודו.
(ב) בנוגע למחונכי מוסדות החינוך שלנו במרוקו שרוצים לעלות לאה"ק ת"ו בהסכמתנו, אם נבטיח להם שיוכלו להמשיך חינוכם כרצונם וכרצון הוריהם, אמר לי כ' אשר מובן מאליו שלא תהי' בזה, כל כפי', ויוכלו להמשיך חינוכם במוסדות הזרם שיצהירו עליהם במשרד העלי' במרוקו, ולא עוד אלא שהתלמידים העולים יקבלו מלבד הוצאות העלי' גם כל סיפוקם באה"ק ת"ו עד הגיעם לשנה ה-17 מקופת עלית הנוער.
(ג) בנוגע להקמת מוסד בית ספר לחקלאות בכפר חב"ד ספרי', אשר בהתאם למשא ומתן שהתנהל בזה יתגשם ענין זה בעזרת משרדו, משרד עלית הנוער, הנה הביע כ' השערתו אשר הזמן הדרוש להקמת הבנין הוא בערך חצי שנה אם יהי' בנין שוידי, או זמן ארוך קצת יותר אם בנין רגיל. כאמור, ימציא משרד עלית הנוער את הכסף הדרוש לבנין מוסד זה, ובתנאי אשר מחצית הכסף תחשב להלואה שאני אחראי בעד סילוקה במשך חמש שנים.
זמני התשלומים והאופנים והפרטים שבזה יוגבלו בהמשך המשא ומתן שינהל בזה בא-כוחי הרב גורודצקי שי' עם כ' או עם בא-כוחו.
אזכיר עוד פרט אחד והוא מה שאמרתי שמצדי מוכן אני [לדון] במוסדות כיוצא בזה נוסף על מוסד החקלאות הנ"ל, מכיון שחושבני שתהי' דרישה הגונה ללימוד החקלאות אצלנו. ועל זה ענני כ' שרוצה לחכות כיצד יסתדר בנין הראשון ואז יתענינו בעוד מוסדות כגון זה.
אדגיש עוד הפעם שהיתה לי קורת רוח לא רק מהמדובר בענינינו אנו, אלא בעיקר מהיחס הכללי שנשתקף בדבריו למה שציין בתור "עבודה משותפת" העומדת לפנינו, אשר זה מעורר בי תקוה אמיצה לתוצאות טובות בפועל ממש, לשביעת רצונו ורצוננו גם יחד.
טרם אסיים מכתבי, ארשה לי להדגיש נקודה כללית, בהמשך לזה שסיפר לי על דבר עיר מולדתו וגזע מחצבתו:
הכל הוא בהשגחה פרטית, ואין צריך לומר ענינים הנוגעים לחוג רחב של אנשים או לכלל כולו. ובהנוגע להנ"ל - תפקידו בהנהלת עלית הנוער. מובן אשר זה שזכוהו ביכולת והשפעה כזו מטיל עליו אחריות יתרה. כי ידוע יחס תורתנו בכלל ותורת החסידות בפרט לחשיבותו המיוחדת של הנוער, אשר כל ענין, אפילו קטן וקטנטן, המתרחש בחייהם של ילדים וילדות עלול להשפיע על מהלך רוחם צביונם ואפים במשך כל ימי חייהם. וכידוע המשל זה מהגרעין, אשר גם שריטה קלה בו מתגלית אח"כ בהיזק גדול לאילן, משא"כ אותה שריטה עצמה באילן לא היתה משאירה אלא רושם קטן במקומה.
אבל ביחד עם האחריות הגדולה המוטלת על האדם שיש בידו לעצב במידה חשובה מהלך חיי הנוער, הנה יש בזה גם זכות יתרה שבידו מסרו מלמעלה היכולת להשפיע על מאות וגם אלפים מבני ובנות ישראל, אשר, על פי פתגם הבעש"ט ששמענו כמה פעמים מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, כל אחד מהם הוא בבחינת חשיבות "בן יחיד" וחביבותו לאבינו שבשמים. וביחד עם האחריות והזכות ניתנים לאדם מלמעלה גם הכשרונות והכוחות הדרושים למלא תפקידו זה בעולמנו זה בשלימות, רק כדי שלא יהי' נהמא דכסופא ניתנה הבחירה החפשית אם להשתמש בכוחות שניתנו לו במילואם ובמגמה הישרה, או ח"ו להיפך.
ואחתום מכתבי באיחולי, אשר יזכה להוציא לפועל על הצד היותר טוב התפקיד והזכות שניתנו לו ביחס לאלה שבידו להיטיב להם בגשמיות וברוחניות גם יחד.
ומובטחים אנו בתורתנו אשר מילוי החובה בנוגע להכלל מביא ברכה והצלחה גם בענינים הפרטיים הנוגעים לו ולכל אשר לו.
