To the chassid,* scholar and Hashem-fearing, Rav I.[1], the shochet,*
I greet you and bless you.
I received your letter a long time ago and I ask your forgiveness for my very delayed reply, owing to my many activities. You will find herewith my reply, in my humble opinion.
On certain points, I have given explanations which are no doubt unnecessary for you, in order to remain faithful to the presentation of the Kovetz,* which is also intended for those who have only an approximate knowledge of chassidut.*
I thank you for confirming that you have indeed received this letter. I am surprised that you do not make use of the column for brotherly good news.
You will receive an account of what is happening here from our friend, Mr. Mindel[2].
All the chassidim* greet you. I conclude by wishing you to be inscribed and sealed for a good year, immediate teshuvah* and immediate redemption,

You have asked me the following question:
"In the Torah Or* Shemot,* in the discourse entitled 'Hashem* said to him: Who gave a mouth to man?', the Admour Hazaken* writes: 'The blessing recited when fulfilling a mitzvah* draws the surrounding light[3], while the actual fulfillment reveals the inner light.
This explains the difference between the custom of the Sefardim* and the Ashkenazim* regarding the Tefillin shel rosh,* in determining whether, when putting them on, a specific blessing must be recited. Indeed, the surrounding light obtained through the Tefillin shel rosh* is particularly elevated. The Sefardic* custom is therefore not to recite this blessing, for it is impossible to bring such a Light to manifestation. For the Ashkenazim,* by contrast, this is possible.'
One may raise a question about this. Indeed, how does it justify reciting the blessing for the Tefillin shel rosh* if one has made an interruption after putting on those of the arm? If it is impossible to draw this Light, it surely cannot be obtained following an interruption."

Here is my reply. By way of introduction, I will first clarify the controversy that exists between the Sefardim* and the Ashkenazim* in this matter.
We must indeed understand the two views. The Ashkenazim* hold that one may recite the blessing when putting on the Tefillin shel rosh* and thereby reveal the surrounding light of the worlds. The Sefardim,* by contrast, consider that we are incapable of bringing such a Light to manifestation. They therefore do not recite the blessing.
In fact, this formulation is not precise. The Sefardim* likewise acknowledge that the surrounding light is revealed. They hold, however, that such a process cannot be initiated by human action, but appears of its own accord, at the initiative of Hashem.* Indeed, this light is so elevated that no human effort could suffice to obtain it. And it is therefore for this reason that the blessing is not recited.
For the Ashkenazim,* by contrast, a blessing is recited because human effort can, in their view, bring this Light to manifestation.
The Shaar Hakavanot,* second discourse on the morning prayer, says: "The Tefillin shel rosh* transforms the spiritual world of Atzilut.* As for the blessing recited when putting them on, however, there is indeed a controversy. According to one view, the revelation of a Light in the world of Atzilut* also depends on human effort. A blessing is therefore recited to obtain this light. According to the other view, this Light forms of itself, without any human intervention, for we are not capable of bringing it about."
The Peri Etz Chaim,* in the fifth chapter of the gate of prayer, is more precise: "The Tefillin shel rosh* bring transformation to the three lowest sefirot* of the world of Atzilut[4], in their external dimension. Indeed, the inner aspect has no need of such transformation, and even the dimension of Beriah* itself is not subject to the forces of evil.
The surrounding Light of the external dimension itself need not be transformed. It attains elevation of its own accord and therefore no blessing should be recited. Certain decisors hold a divergent view and require the blessing to be recited also for the Tefillin shel rosh,* so that we reveal this surrounding Light, which we are capable of doing."
Indeed, these three elements are interdependent. Such a Light, such an influence that man can draw down, underscores the importance of human action, that it can exert considerable influence. And if a good deed is of such importance, a transgression, an evil act, can itself imprison this influence in the realm of evil and place it under the dominion of the impure forces. Refraining from action, by contrast, causes no Light to be revealed at all.
There are two forms of revelations initiated by Hashem:*
A) Certain revelations can be obtained in any place, whether or not it is capable of containing them. One may cite an example in this regard. A person may be seized by an intense desire for teshuvah* without any prior reflection, without any preparation. This can happen even to a wicked person.
B) By contrast, certain revelations, though at the initiative of Hashem,* appear only in a place suited to contain them.
The perfection of the place by no means implies the revelation of this Light — whereas, for example, the blessing over the Tefillin of the arm, so to speak, triggers the surrounding light issuing from the world of Beriah.* Perfection only renders the revelation possible, but when it occurs, it is a gift of Hashem* and not a self-evident process[5].
One may cite an example in this regard. Prophecy, as defined by the Rambam,* belongs to this second category. He writes: "The prophets do not prophesy at any moment, whenever they desire. They must concentrate, seclude themselves, and seek prophetic revelation. Despite all these preparations, it may or may not be revealed"[6].
As has been said, the surrounding Light issuing from the world of Atzilut* is revealed of its own accord, according to the view of the Sefardim.* Nevertheless, it remains necessary that a Jew put on the Tefillin shel rosh,* because this revelation belongs to the second category and is effective only when perfection has been attained.
It is clear that such perfection, indispensable for the surrounding Light to be revealed, must to a certain degree share a common quality with it, since it is the source of its disclosure. Thus, to receive prophecy, one must concentrate, seclude oneself, and petition Hashem* for it.
One therefore recites the blessing over the Tefillin* of the arm, thereby obtaining a surrounding Light issuing from the world of Beriah,* the closest to that of Atzilut,* as established by the writings of the Ari Zal.* This may be compared to the concentration and seclusion.
In reciting the blessing over the Tefillin* of the arm, one should also have in mind those of the head, hoping that the surrounding Light from the world of Beriah* will prepare the revelation of that of Atzilut.* This may be compared to petitioning for prophetic revelation.
Such preparation is directly connected to the surrounding Light issuing from the world of Atzilut,* which may subsequently be revealed of its own accord.
But all that has just been said concerns only one who has made no interruption between the Tefillin* of the arm and those of the head. If, by contrast, such an interruption has been made, or if one possesses only the Tefillin shel rosh,* the perfection is compromised. A new blessing must then be recited over the Tefillin shel rosh.*
This does not mean that the surrounding Light from the world of Atzilut* will necessarily be revealed, for according to the view of the Sefardim,* obtaining it is not within our power. This blessing, nonetheless, restores perfection. From that point on, the Light may subsequently be revealed.

שאלה. בתורה אור (לרבינו הזקן) פ' שמות ד"ה ויאמר אליו ד' מי שם פה (ס"ו) כתב:...ע"י הברכה של המצוה נמשך בחי' המקיף (א) וע"י המצוה עצמה נמשך האור פנימי... ולכן בתפילין של ראש נחלקו הספרדים והאשכנזים - (טוש"ע או"ח סי' כ"ח ס"ה ונ"כ) - אם יברכו עלי' ברכה מיוחדת מפני שהמקיף דתש"ר גבוה מאד ע"כ מנהג ספרד שלא לברך דס"ל שא"א להמשיך המקיף ההוא כו' והאשכנזים ס"ל דיכולים להמשיך, עכ"ל.
וצ"ע, ע"פ זה, איך יתבאר הדין דאם שח בין תפלה לתפלה יברך על של ראש, דאם א"א להמשיך האור, הרי גם אם שח אי אפשר לברך.

תשובה. פתרון השאלה י"ל בהקדם תוספת ביאור במחלוקת הספרדים והאשכנזים.
דהנה לכאורה יש לפרש דעתם, דהאשכנזים ס"ל דמברכים על תש"ר ועי"ז ממשיכים המקיף, והספרדים ס"ל דאין ביכולתנו להמשיך המקיף, ולכן אין לברך דאין המקיף נמשך.
אבל האמת אינו כן, וגם להספרדים נמשך המקיף, אלא דס"ל דאין ביכולת מעשה התחתונים להמשיכו, כי אם נמשך הוא מעצמו באתערותא דלעילא, כי הוא אור גבוה כ"כ שאין אתערותא דלתתא מגעת שם, ולכן אין מברכים. והאשכנזים ס"ל דבמקום אור מקיף זה אתדל"ת מגעת, ולכן צריך לברך.
ומפורש הדבר בשער הכוונות (דרושי תפלת השחר דרוש ב) וז"ל: ע"י תש"ר נתקן עולם האצילות. האמנם בענין הברכה (של תש"ר) יש מחלוקת לפי שמר סבר כי גם בעולם האצילות צריך לעשות ע"י מעשנו אור מקיף שלו, לכן צריך לברך גם על תש"ר לעשותו או"מ אליו ומר סבר דאו"מ דעולם האצילות... אינו נעשה על ידינו ומעצמו הוא נעשה כי אין בנו כח לעשותו.
וביתר ביאור בפע"ח ש' התפלה רפ"ה: ע"י תשר (נתקנו) ג' תחתונות דאצילות (ב) בבחי' החיצוניות כי הפנימית אין צריך תקון כלל כי אפילו בפנימית הבריאה לא יש אחיזה לקליפות וגם אור מקיף של חיצוניות א"צ לתקנו ומאליו נעשה ולכן א"צ לברך עליהם, ויש חולקים בפוסקים ואומרים שג"כ צריך לברך עליהם על התפלה של ראש להמשיך או"מ על ידינו ויש בידנו כח להמשיך עכ"ל.
- וי"ל אשר ג' ענינים אלו תלוים זה בזה, כי אור והשפעה כזו, אשר יש בידנו להמשיך, היינו שמעשה התחתונים יש לו חשיבות שם ותופס מקום. וכיון שמעשה טוב תופס מקום למעליותא, הרי עבירה ועון, מעשה רע, ממשיך ההשפעה למקום הרע, היינו שגורם יניקה לחיצונים. והעדר מעשה גורם העדר המשכה -
והנה ב' סוגים בענינים הבאים באתערותא דלעילא מצד עצמה: א) ענינים הבאי םבאתעדל" מצד עצמה ונמשכים בכל מקום בין מוכשר בין אינו מוכשר.
והדוגמא בזה: הרהורי תשובה הנופלים לאדם בלי כל התבוננות והכנה מצדו ונופלים הם לאדם רשע ג"כ.
ב) ענינים הבאים באתעדל"ע מצד עצמה אבל בכל זאת אינם נמשכים אלא באתר שלים.
ואין השלימות מכריחה שיומשך ענין זה - (כמו שבעניננו הברכה על התפלה של יד מכריחה, כביכול, המשכת אור המקיף דבריאה) - אלא רק זאת שע"י השלימות אפשר שיחול שם הענין, וכשהוא חל ה"ז בדרך מתנה ולא בדרך הכרח (ג) - דוגמא לדבר: ענין הנבואה לפי דעת הרמב"ם שכתב (הל' יסוה"ת פ"ז ה"ד-ה): כל הנביאים אין מתנבאין בכל עת שירצו אלא מכוונים דעתם כו' ומתבודדים כו' והם מבקשים הנבואה כו' ואע"פ שמכוונים דעתם אפשר שתשרה שכינה עליהם ואפשר שלא תשרה עכ"ל (ד).
והנה אור המקיף דאצילות אף שכנ"ל, נמשך הוא מעצמו לדעת הספרדים, בכל זה אינו נמשך אלא עי"ז שאיש הישראלי מניח תש"ר, שמזה הוכחה שהוא מהענינים מסוג השני, היינו שאינם נמשכים אלא באתר שלים.
מובן אשר שלימות זו שעל ידה אפשר שיחול אור מקיף זה, צריך שיהי' לה איזה שייכות לו, כיון שהיא דוקא מאפשרת שיחול האו"מ (וכמו בענין הנבואה צ"ל שיכוונו דעתם ומתבודדים ומבקשים הנבואה).
והיינו מה שמקודם מברך על התפלה של יד שעי"ז ממשיך אור המקיף דעולם הבריאה (כמ"ש בכתהאריז"ל שם) שהוא הסמוך לעולם האצילות (בדוגמת יכוונו דעתם ומתבודדים הנ"ל) ומכוון בברכתו גם על התש"ר, היינו שכוונתו שאו"מ הבריאה יהי' הכנה להשראת או"מ האצילות (בדוגמת ומבקשים הנבואה) - כ"ז הוא מעין ושייך לאור המקיף דאצילות הנמשך מעצמו אחר כך.
וכל זה בשלא שח בין תפלה לתפלה, אבל אם הפסיק בין תש"י לתש"ר או כשאין לו אלא תפלה של ראש, שאז חסרה השלימות. אזי צריך לברך על התש"ר. ואין הכוונה שעי"ז יכריח את אור המקיף דאצילות לירד, כי, לדעת הספרדים, אין זה בכחנו, אלא שע"י ברכה זו באה השלימות ויוכל אור המקיף לחול אח"כ.
