Greetings and blessings,

I respond to your letter of 22 Marcheshvan, in which you describe to me once again the situation of the Kfar, in particular in the agricultural domain, in view of the transfer to the new village[3]. It is, indeed, a question of a part of the inhabitants of the Kfar conserving the current location, and of those who desire to adopt an agricultural activity, that is to say, according to your letter, some thirty families, settling in the new village.

A) It is, of course, unnecessary to seek to justify the fact that you bring all this to my knowledge and write to me on this subject. Obviously, I wish to know, in detail and to the full extent possible, all that happens to the chassidim*.

This is particularly true for those who wish to immigrate. There is here, in my opinion, a fundamental question, materially and spiritually.

B) I come to the question itself, which is the essential point. In my opinion, when it is a question of passing from one situation to another, radically different from the first, it is fitting to preserve oneself and to be particularly prudent.

Different indications permit me to establish that the immigration of the chassidim*, leaving the existence which was theirs in the country where they were previously found[4] in order to accustom themselves to the manner of life in the Holy Land or in the United States, very often provokes in them a perturbation. I have good hope that this will go in diminishing and not the inverse, chas veshalom.

When I speak of perturbation, I am alluding to a crisis at once physical and moral, and this is not surprising. Indeed, a modification of the habits and of the organization of life provokes an important shock. In such a case, it is necessary to take measures in order to strengthen oneself, or, at the very least, not to weaken oneself.

C) As far as this perturbation is concerned, the chassidim* who have settled in the Holy Land find themselves in a relatively more favorable situation. Indeed, they are all united in one and the same place. If they maintain unity among themselves, they can therefore, little by little, accustom themselves to these differences.

In such a case, an instantaneous modification, from one extreme to the other, is not necessary.

D) In the country where we were previously found, the chassidim* had to reside all together, by reason of the external pressures, the persecutions, and the oppression exercised upon those who fear Hashem in general, upon the chassidim* and those of Chabad in particular.

After having left this country, and especially when one is settled in the Holy Land, one no longer suffers any external pressure. On the contrary, each one finds himself attracted, sometimes even in different places and for diverse motivations.

There is therefore every reason to think that, at the issue of a relatively short period, one will be able to observe the opposition that exists between these numerous sources of attraction.

E) In my opinion, it is practically obvious that, if the chassidim* distribute themselves between two settlements, their specificity will disappear in the number, chas veshalom. From then on, they can also efface themselves qualitatively. For, even if there are, at first, only two settlements, there will be, in time, many more.

How much more is it so in the Holy Land, where the quantitative and qualitative disappearance in the spiritual domain and that of the material domain are linked. This is most particularly the case for the young, boys and girls.

F) In my opinion, here is what must be retained from all that has just been said.

If a part of the chassidim* settles in the new village, their transfer, at least at first, will present a certain advantage, in any case in the material sense. The moral loss, by contrast, will be immediate.

Subsequently, the material contribution will diminish, while, on the contrary, the moral loss will worsen.

G) One can think, at the present time, that the interest presented by settling in the new village is only apparent. It appears solely because of the defects of the place where you find yourselves now. It is for this that one observes a desire to move, which biases the intellectual analysis.

When you arrive in this new place and when everything begins anew, one will become conscious and one will perceive that one has committed a serious error of appreciation, that this situation has concretely no interest and perhaps never had any.

If you direct the efforts and the ardor necessary for the settlement and the organization in this new place onto the place in which you find yourselves currently, it is certain that you will gain much more there.

H) Even if the spiritual and material gain were acquired, for those who settle in this new settlement, it would be necessary, in addition, also to take into account the weakening which would result from it for those who would remain at the Kfar, even if, according to some, this eventuality is positive for them, since they will dispose of more space.

In a general manner, the interests of Chabad in the Holy Land will find themselves weakened by it.

I) Here is what follows, for concrete action, from all that has just been said.

In my opinion, it is in your material and, how much more, spiritual interest to devote yourselves, with all the chassidic* ardor and enthusiasm, to improving your situation in the place where you find yourselves currently.

You must completely remove from your mind the idea that you find yourselves there only for a few weeks or for a few months, that you will be able subsequently to convince the Jewish Agency, myself, and others still to authorize your settlement in a new location.

It seems, indeed, that you are troubled by this idea, where you are now. Now, if you approach the problem in the manner which has just been described, you will know how to demonstrate the necessary determination in your relations with the organizations concerned. The latter will allocate to you, as quickly as possible, the territories found in the domain of the Hamehadrin company[5].

Your letter indicates that you are negotiating on the basis of an area of five hundred dunams. I am particularly astonished by it. You should have asked, at minimum, for a thousand dunams.

J) It seems to me that if the Jewish Agency observed no divergence of opinions among the chassidim* on this point, if it did not observe that some refuse to remain in the current location, it would have already accorded you these lands a long time ago.

K) I have good hope and I am certain, it goes without saying, that the essential activity of the Kfar will be agricultural. In my opinion, it cannot be otherwise. Agriculture will not be an accessory domain, but indeed an essential activity.

If a few families, for various reasons, cannot adopt an agricultural activity, others, in sufficient number, desire it and have the capacities for it. This is the case, according to your letter, for half of the Kfar. These persons must, by all possible means, effectively adopt an agricultural occupation. Their other works will be only accessory.

L) It is well clear that I in no way set aside the project and the desire to found other points of settlement of Chabad in the Holy Land. In my opinion, if one demonstrates the fitting zeal, it will be possible to do so within a relatively brief delay.

Nevertheless, one must be able to construct a new place without destroying the one where you find yourselves currently. For, if you act in this way, neither the one nor the other will maintain itself, chas veshalom.

May Hashem grant each one of us to be able to announce to one another solely good news, material and spiritual.

I address to you my blessing on the occasion of the festival of liberation[6]. And, may there be realized, very soon and in our days, the promise of the Alter Rebbe and the decision of the celestial Tribunal[7], according to which, in all that concerns the Torah, the fear of Hashem, and the virtuous sentiments, those who are attached to him[8] and follow his way will have the upper hand.

N.B.: I enclose for you the fascicle presenting the sequence of chassidic* discourses of 5703[9]. You will find there the discourse entitled "For My salvation is near." I have proposed to the chassidim* to study it on the 19th and 20th of Kislev, as well as on the fifth light of Chanukah[10].

It is surely unnecessary to recall that this letter, and, in a general manner, all my mail, are in no way formal orders. Such is in no way my intent. I am only describing to you the situation as I perceive it.

במענה על מכתבם מכ"ב מ"ח, בו מודיעים עוד הפעם ע"ד המצב בהכפר, ובפרט בעניני החקלאות בקשר עם שאלת ההעתקה לכפר חדש, אשר יש בזה סברא שחלק מאנשי הכפר ישארו במקומם עתה, ואותם הרוצים בחקלאות שכפי מכתבם הם לערך שלשים משפחות, יעתיקו לכפר החדש...

א) בטח אך למותר הוא ההצטדקות על מה שמודיעים אותי וכותבים בהנ"ל, ומובן אשר חפצי ורצוני לדעת בהפרטיות האפשרית מכל הענינים הנעשים עם אנ"ש שיחיו ובפרט בשאלת ההעתקה, שלפ"ד היא שאלה עיקרית הן בגשמיות והן ברוחניות...

ג) בנוגע לגוף השאלה שזהו העיקר, הנה לפי דעתי - כל פעם שעוברים ממצב למצב אחר שונה בתכלית, יש לנקוט בעניני שמירה יותר וזהירות יתירה.

כפי שנוכחתי ע"פ כמה וכמה סימנים, הנה העברת אנ"ש מתנאי החיים במדינתינו לפנים לתנאי החיים באה"ק ת"ו, לארצוה"ב וכיו"ב, ההעברה חוללה משבר, אשר תקותי חזקה שסימני המשבר ילכו הלוך ופחות, ולא ח"ו להיפך. ובאומרי אני "משבר", הנה כוונתי בזה הן בגשמיות והן ברוחניות. ולא יפלא הדבר, כי מובן הוא אשר שינוי ווסת ושינוי סדרים מן הקצה אל הקצה, ה"ז זעזוע חזק ביותר, הדורש בתוקף לנקוט באמצעי חזוק ועכ"פ שלא להחליש המעמד.

ד) לפ"ע בתנאים יותר נוחים בנוגע להמשבר, נמצאים אנ"ש שעברו לאה"ק ת"ו, מפני שנמצאים הם כולם ביחד במקום אחד, ובמילא היכולת בידם, אם רק תהי' האחדות שוררת בסביבתם, להתרגל מעט מעט להשינויים, ואין הכרח שתהי' האתהפכא מן הקצה אל הקצה תיכף.

ה) אף שבמדינתינו לפנים, מוכרחים היו אנ"ש להיות ביחד, מפני שההכרח מבחוץ, היינו הרדיפות והלחץ על יראי ד' בכלל ועל חסידים ואנ"ש בפרט, הנה מעבר לגבול מדינתינו לפנים ובפרט באה"ק ת"ו, אין כל לחץ מבחוץ, ואדרבה, יש כח המושך שמושך את כל כאו"א ולפעמים תכופות מושך למקומות שונים ולמטרות שונות, ובמילא קרוב הוא לשער, שאחר עבור זמן קצר, יתחילו להראות הניגודים שבין כח-מושך אחד לחבירו.

ו) קרוב בעיני לודאי, שבה בשעה שאנ"ש יתחילו להחלק למחנות, אף אם תהי' ההתחלה רק לשני מחנות, הרי תהי' זה התחלה לכמה וכמה חלוקות, אשר סו"ס ח"ו יבטלו מיעוטם בכמות ובמילא יש חשש לביטולם גם באיכות. ובפרט באה"ק ת"ו - הביטול בכמות ובאיכות ברוחניות והביטול בכמות ובאיכות בגשמיות, תלוים וקשורים זה בזה, ובפרט בנוגע להנוער, הבנים והבנות שיחיו.

ז) המורם מכל הנ"ל לפ"ד: אם חלק מאנ"ש יעברו לכפר החדש, הרי אף אם הי' הריוח לפי שעה עכ"פ בטוח בגשמיות, יביא זה תומ"י הפסד ברוחניות, ובמשך הזמן הלוך ילך הריוח בגשמיות ויוקטן, וההפסד ברוחניות אדרבה יגדל.

ח) יש מקום לאמר אשר הריוח הגשמי בההעתקה לכפר החדש, אינו אלא מדומה עתה, מפני החסרונות שישנם במקומם עתה, שבמילא יש רצון להעתיק, והרצון מטה את השכל, ולכשיבואו על אתר ויתחיל כל הענין מחדש, און זיי וועלען זיך אויסניכטערען, הנה יראו שטעו בחשבון לגמרי, און עס האט ניט געלויענט אפילו בגשמיות, ואפשר גם בתחלה. ובאם ישקיעו את ההשתדלות והמרץ שצריכים להעתקה והסתדרות במקומם החדש, בשיפור המצב במקומם עתה, הרי בודאי ירוויחו בזה הרבה יותר, מאשר במקום החדש.

ט) גם אם הי' הריוח הגשמי והרוחני של המעתיקים במקום החדש בטוח, יש להתחשב גם בהחלישות שתגרום ההעתקה על אותם הנשארים בהכפר (אף שיש ממליצים, שאדרבה טוב הדבר לפניהם באשר יורווח המקום) וגם בעניני חב"ד באה"ק ת"ו בכלל.

י) היוצא מן הנ"ל ובהנוגע לפועל: לפ"ד טובתם בגשמיות ופשיטא ברוחניות, אז מען זאל זיך אריינווארפען מיט די גאנצע ווארעמקייט און חסידישן חיות, בשיפור המצב במקומם עתה, און אריינווארפען זיך אין דעם מיט א היסח הדעת לגמרי מהרעיון שאין זה אלא ענין של איזה שבועות או חדשים, ושאז יפעלו אצל הסוכנות ואצלי און אלע אנדערע, שיעתיקו למקום אחר, שזה כנראה מבלבל את דעתם במקומם עתה מכל וכל, וכשיגשו לכיוון הזה בהנחה הנ"ל, הרי בטח ידרשו בתוקף המתאים בהמשרדים השייכים לזה, שיתנו להם את שטחי הקרקע שבשטח חברת המהדרין, בהקדם היותר אפשרי.

ולפלא ביותר מה שכפי מכתבם הנדון הוא ע"ד ת " ק דונם, ולכה"פ צריכים היו לדרוש אלף דונם.

יא) נראה לי שאם הי' ברור בעיני הסוכנות, שאין בתוך אנ"ש חילוקי דיעות בזה, וכאלו שלא יסכימו בשו"א להשאר במקומם עתה, הרי זה מכבר היו נותנים הקרקע הנ"ל להם.

יב) למותר להעיר אשר תקותי ובטחוני, ולפ"ד א"א בלא"ה, אשר מעסקים העיקרים של הכפר תהי' ג"כ חקלאות. ולא בדרך טפל אלא בדרך עיקר. ואם יש משפחות שמטעמים שונים אינם מתאימים לחקלאות, הרי בטח יש די משפחות ולפי מכתבם הרי עכ"פ בערך חצי הכפר הרוצות ומתאימות לחקלאות, ויש להם לאחוז בכל האמצעים להסתדר דוקא בחקלאות, ושאר ענינים לא יהיו אלא בתור סניף.

יג) למותר לבאר, אשר איני שולל כלל וכלל הרעיון והשאיפה לייסד עוד נקודות התיישבות חב"ד באה"ק ת"ו, ובמרץ המתאים לדעתי אפשר שיהי' זה לא בזמן רחוק כ"כ, אלא שצריך לבנות במקום חדש, מבלי הירוס במקומם עתה, כי אז ח"ו זה וזה לא יתקיימו.

... והשי"ת יזכה את כאו"א מאתנו, לבשר איש לרעהו אך טוב בגשמיות, ואך טוב ברוחניות.

בברכת חג הגאולה ושתקויים במהרה ממש בעגלא דידן הבטחת כ"ק אדמו"ר הזקן בפסק דין של בית דין שלמעלה אשר בכל ענין של תורה יר"ש ומדות טובות תהי' יד מקושריו והולכים בעקבותיו על העליונה.
