By the grace of Hashem,

Fifteenth day of Kislev 5713,

To the chassidim* and to all those who cherish and support

the Torah and its luminary[1],

may Hashem grant them long life,

Greetings and blessings,

On the occasion of the festival of the liberation[2], of our liberation and of the deliverance of our soul, I formulate the following proposition[3]. You will organize chassidic* gatherings during the Shabbos 18 Kislev, the 19 and 20 of Kislev, as well as on Chanukah. You will do so on all these dates, or for some of them, at least two. A first gathering will be held in different places of your city, and a second will assemble a numerous crowd, quantitatively and qualitatively, in a precise place.

You will study, integrally or partially, the chassidic* discourse of Shabbos Parshas Chayei Sarah 5703[4], entitled "Thus speaks the Eternal, My deliverance is near," and an extract from the talk of Simchas Torah 5690[5], explaining the necessity of spreading the wellsprings of Chassidus* outward in order to prepare the revelation of Moshiach, very soon and in our days, Amen.

You will explain to those who participate in these gatherings the decision of our Sages according to which it is action, and not study, that is preponderant, for "thus speaks the Eternal, observe judgment and do tzedakah*." The chassidic* discourse previously cited explains in what this respect and this action consist.

And, at this propitious moment, you will take good resolutions concerning the concrete practice, in the place where you find yourself, for the days that come, for us and for all Israel, in a positive manner.

I address to you my blessing on the occasion of the festival of liberation. According to the terms of our master[6], my father-in-law the Rebbe: "Have a good festival. May you be inscribed and sealed for a good year in the study of Chassidus* and the practices of the chassidim*,"

לקראת חג הגאולה, גאולתנו ופדות נפשינו, הנני בהצעה, אשר יערכו התועדויות בש"ק ח"י כסלו, ימי יט-כ כסלו, וה' חנוכה - בכולם, או באחדים מימים אלו, על כל פנים בשנים מהם - ובהן: התועדות ברבוי מקומות שבמחנם הט', והתועדות ברוב עם - רוב בכמות ובאיכות - במקום אחד מיוחד,

ללמוד המאמר (דש"פ חיי תש"ג) ד"ה כה אמר ה' גו' קרובה ישועתי לבוא (כולו, או מקצתו עכ"פ) וקטע משיחת שמח"ת ה'תר"צ בענין דיפוצו מעינותיך חוצה הוא כלי לאור גילוי המשיח, במהרה בימינו אמן,

להסביר להמתועדים פסק רז"ל בדבר משנה, אשר לא המדרש עיקר אלא המעשה עיקר, כי כה אמר ה' שמרו משפט ועשו צדקה, וכמבואר במאמר הנ"ל ענין שמירה ועשי' אלו,

ובעת רצון זו, לנקוט בהחלטות בהנוגע לפועל ממש על אתר ולימים הבאים לקראתנו ועל כל ישראל לשלום.
