By the grace of Hashem,

28 Menachem Av 5712,

Brooklyn,

Greetings and blessings,

In reply to your letters, in which you announce to me that one proposes to set up at the Kfar[1] a unit of production of tzitzis* made by machine. The proposal emanates from someone who possesses the necessary authorizations to exercise this activity and already has the machines. But he does not know, and you do not know either, what must be done so that this merchandise be exported. Indeed, your essential objective is to send tzitzis* abroad.

He asks you to bring your participation to this activity, in investing therein a not negligible sum. Furthermore, you do not know how you will be able to dispose of such an important production abroad. I therefore wonder whether it is a good proposal. There is occasion to doubt it, including from a commercial point of view.

Moreover, one can also invoke a spiritual motive. You know that the Rebbe Rashab permitted the use of tzitzis* made with machines operated by Yidden[2], during the First World War[3], in 5674[4]. Nevertheless, this permission no doubt responded to the needs of the moment, when refugees from Poland and Lithuania had arrived in Russia. It is quite clear that this is not the best way to proceed.

The profits that will result from such an activity will be reduced. Rumor, by contrast, will report that, even when one can procure tzitzis* made by hand, the Lubavitch movement permits, from the outset and in a public manner, those that are manufactured by machine, for the meager gain that results from it.

Such an enterprise is therefore not justified, neither materially nor spiritually.

Moreover, I have heard that someone would like to set up[5] a factory of batim* for tefillin* and to organize the writing of the parchments. If it is possible to obtain that this function in the best possible manner, if the writing is that of the Alter Rebbe—and one can surely find, in Eretz Yisroel, sofrim* having received the tradition from other sofrim* in this matter—it will be fitting, in my opinion, to interest oneself in this proposal, on the condition, of course, that it have solid bases from a commercial point of view.

With my blessing,

M. Schneerson
