To the directors of Aguch* — the association of the Chabad* Chassidim* —

in our Holy Land, may it be restored and rebuilt,

upon whom Hashem will bestow long life,

Greetings and blessings,

A) I am responding to your letter of 26 Nissan. You asked me to reply to you by telegram, and I sent you one this day, the text of which is as follows: "I was astonished that you considered the suppression of the funding for Lod. My letter follows." I then signed this telegram.

In fact, any commentary seems to me unnecessary. I will, however, explain myself. As I noted in my letter, the Jewish Agency has decided to fund the yeshivah* of Lod in the amount of five thousand pounds, in order to construct there a building that would receive children whose age and conditions correspond to the criteria of Aliyas HaNoar [1]. This subsidy is taken from the budget of one hundred thousand pounds that was granted, after numerous negotiations, difficulties, and delays, in order to construct buildings for the orphans of Aliyas HaNoar.

Such was the request of the coordination committee here [2], which wished that a specific credit be allocated for this purpose. It therefore seems to me impossible to alter its destination. Moreover, if such a modification were to occur, there could result a loss, immediately or in the long term, and justified protests issuing from the other parties and from the yeshivos*, which also hope to benefit from this subsidy.

Certain people have proposed to you that they intervene in this domain. Probably they do not know how to manage financial problems, or else they are not concerned about the protests, or further they think that these will be only verbal and will have no concrete impact. As I have said, it is plausible that none of the three possibilities corresponds to reality.

B) After the visit to Lod, the principle of the subsidy was decided. In keeping with the policy of the Jewish Agency for two years now, every pretext is good for renouncing such payments or, at the very least, for delaying them as much as possible. If you ask for modifications, it therefore seems to me that they will seize this opportunity for the negotiations to begin again from their beginning. In the meantime, who knows what will become of this subsidy?

Consequently, my position is quite clear. One must first obtain this amount, which has already been allocated to you, without any modification. In parallel, one will have, by every means, to advance in two directions:

1. From the credit of one hundred thousand pounds, it would be good, to the extent possible, to obtain more than five thousand.

2. Since they are proposing to intervene on your behalf, it would be desirable that the Jewish Agency grant the constructions of the Chabad* movement subsidies drawn from other credits and not solely from the one hundred thousand pounds granted thanks to the intervention of the coordination committee here.

If such a request is supported by the appropriate arguments, there is a chance that it will be accepted, all the more so since there is not yet a precise plan for the distribution of these one hundred thousand pounds, plausibly because the other groups have no precise, concretely applicable projects.

C) If you obtain a supplementary subsidy, you will have the choice of using it at Lod or at the Kfar [3]. Nevertheless, if it is drawn from the one hundred thousand pounds to which I was alluding, it is preferable to dedicate it to constructions for the children of Aliyas HaNoar, as I was saying.

On the other hand, if it is a matter of other credits, you will be able to select other projects, from among the proposals that figure in your letter.

D) In keeping with the wishes of the coordination committee here, and following the absence of refusal on the part of their interlocutors, the representatives of the Jewish Agency, there is a chance that other subsidies will be granted, with time, in addition to these one hundred thousand pounds, on condition that requests issue from the places where there are children of Aliyas HaNoar lacking suitable lodgings for them.

Consequently, if this is in keeping with the letter I addressed to you some time ago concerning the actions to undertake to integrate the children of immigrants into our institutions in the Holy Land, there is reason to establish immediately a detailed program of the buildings necessary for this purpose. You will surely send me a copy of this program.

E) You tell me that, in this case, it is a matter of a loan being granted to you. Unfortunately, the weakness of the representatives of the groups here and, it seems, in the Holy Land, has caused agreement to be given to this formula, despite my vehement protest and their prior promises to ask the Jewish Agency to keep its commitment and give this money in the form of a definitive grant.

In any event, there are two formulas of loans. Generally, one begins to repay it five years after having obtained it. Nevertheless, if the Jewish Agency observes that, beyond this delay, the institution has solvency problems, it has promised to permit that the beginning of repayment occur after ten years. Now, the Chassidim* have come from the other side of the iron curtain, and they were therefore unable to bring their possessions with them.

I have good hope that on the basis of all this you will be able to ask that repayment begin after ten years.

F) I am particularly astonished to have, on your part, no news of the subsidies of the fund for shemittah* [4] granted to the Chassidim*. All the more so since, as I wrote you, Mr. Goldman sent from here a telegram on this matter to Mr. Eshkol some weeks ago, as you know.

Nevertheless, if on the spot you have reacted with nonchalance, it is clear that there will be no protests on their part.

G) I am a little surprised that nothing is happening as regards the non-affiliated stream [5]. Indeed, I received a letter informing me that the beginning of registrations for the new school year would be in Sivan.

במענה על מכתבם מכ"ו ניסן, הנה ע"פ בקשתם להודיע במברק, הברקתי היום וז"ל - "נבהלתי מהסברא לקלקל תמיכת לוד מכתב בא, חתימתי - "

ואף כי הפירוש לכאורה למותר, בכ"ז הנני מבאר, והדבר הוא כמ"ש במכ', שהוחלט מהסוכנות לתמוך בישיבת לוד בסכום של ה' אלפים ליטרות בשביל בנין ילדים בגיל ובסוג עליית הנוער, והוא מהסכום מאה אלף ליטרות אשר הקציבו לאחר כמה וכמה שקו"ט וקשוים ודיחויים בשביל וביחוד לבנינים בשביל ילדים יתומים דעליית הנוער, כי זה הי' דרישת הקארדינייטעד קומיטה כאן, שיוקצב סכום במיוחד למטרה זו. ובמילא איני רואה סיכויים לפעול לשנות את המטרה שבשבילה הוקצב סכום זה, ולא עוד אלא אפילו אם יפעלו השינוי, עלול זה לגרם היזק והפסד, אם תיכף אם לאח"ז, ותרעומות צודקות משאר המפלגות והישיבות, שגם הם מקוים לקבל תמיכה מסכום זה. ומה שהציעו לפניהם אחדים להשתדל בזה, בטח הוא, או שאינם יודעים פרשת הכסף או שלא איכפת להו אם יהי' תרעומות, או שמשערים שלא יהי' אלא תרעומות דברים ואינו נוגע אל הפועל. וכנ"ל, בכל הג' נקודות, יש חשש שאין המצב כן.

ב) כיון שכבר ישנה הבטחה לאחר הבקור בלוד לתמוך בידם, וכפי התכסיסים של הסוכנות זה שתי שנים, משתמשים הם בכל עניני אמתלאות להשתמט מהענין ועכ"פ לדחות לזמן ארוך האפשרי, הרי אם יתחילו בשינויים בזה חוששני שישמחו על מציאה זו ויתחילו לנהל עמהם דו"ד מחדש, ובינתים אין ידוע מה יעשה עם הכסף כו'. ולכן ברור דעתי, אשר לכל לראש צריך להציל את הסכום שכבר קצבו למטרה מיוחדה מבלי לשנות בזה, אלא שביחד עם זה יש להשתדל בכל ההשתדלויות בשתים א) שמסכום זה של המאה אלף גופא, יקציבו סכום יותר גדול מחמשה אלף, ב) כיון שמבטיחים להם להשתדל בעדם, הרי נכון להשתדל שתתן הסוכנות גם מקופות אחרות שלה לבנין בנינים של חב"ד, ולא רק מהסכום של מאה אלף שבאו בהשתדלות הקארדינייטעט קומיטה דכאן. ואם יטעימו הדברים בנמוקים מתאימים, יש סיכויים שיצליחו בזה, ובפרט שעד עתה לא הי' עדיין תכניות מפורטות איך לחלק את המאה אלף, וכנראה שהטעם בזה הוא מפני שהמפלגות האחרות לא הי' בידם תכניות ממשיות בהנוגע להבפועל ממש.

ג) אם יפעלו שיתנו להם איזה סכום נוסף, בזה ישנה הברירה אם שיהי' הדבר בלוד או בכפר, אלא שאם יהי' זה מהסכום מאה אלף, אזי טוב שישתמשו בהכסף בשביל בנינים לילדי עליית הנוער וכמש"ל, ואם יהי' זה מקופות אחרות, אזי אפשר להשתמש לתכלית אחרת, וכמו שמציעים במכתבם.

ד) ע"פ תביעות של הקארדינייטעד קומיטה כאן, וכן מהעדר הדיחוי של הטוענים כנגדם (ב"כ הסוכנות), יש סיכויים שבמשך הזמן יהיו עוד סכומים נוסף על המאה אלף הנ"ל, ובתנאי שיהי' דרישות ממקומות שישנם שם ילדים מעליית הנוער וחסרים בנינים מתאימים בשבילם. ובמילא, אם מתאים למכתבי מכבר בהשתדלות הראוי' בקליטת ילדי העולים במוסדותינו שבאה"ק ת"ו, יש מקום לעבד תומ"י תכנית מפורטת והבנינים המוכרחים בעד זה, ובטח ישלחו העתק מהתכנית גם לי.

ה) מ"ש שנותנים זה בתור הלואה, הנה לדאבוני, מפני החולשה של ב"כ המפלגות כאן וכנראה גם באה"ק ת"ו, הסכימו ע"ז, למרות מחאתי הנמרצה והבטחתם הקודמת שיתבעו קיום הבטחת הסוכנות ליתן את הכסף לצמיתות. אבל בכ"א, גם בענין ההלואה ישנה ב' דרגות, היינו שבכלל התחלת תשלום ההלואה היא לאחר חמש שנים מיום קבלתה, אבל אם תווכח הסוכנות שהמוסד קשה עליו להתחיל התשלומין לאחר חמש שנים, הבטיחו להרשות למוסד כזה להתחיל התשלומין לאחר עשר שנים. ובמילא, כיון שאנ"ש באו מהמקומות מאחורי פרגוד הברזל, ובמילא לא יכלו להביא אתם את רכושם וכו', תקותי שעי"ז יוכלו לדרוש שתשלומי ההלואה שלהם תתחיל לאחר עשר שנים.

ו) תמיהני במאד, שאיני שומע מאתם מהנעשה ע"ד דמי קרן השמיטה לאנ"ש.

ובפרט שע"פ מכתבי אליהם ידוע להם שמר גולדמן הבריק מכאן זה כמה שבועות (למר אשכול) עד"ז. אלא שבאם על אתר תתנהגו בזה ברשלנות, בטח לא יהיו הם המעוררים.

ז) תמה אני במקצת, מה שעוד לא בא לפועל טוב בנוגע להזרם בלתי זרמי. כי במכתב שנתקבל אלי, מודעים אשר התחלת הרישום לזמן לימודים הבע"ל הוא בחודש סיון...
