To the management of Agudas Chabad,

in our Eretz HaKodesh*,

may Hashem grant you long life,

I greet and bless you,

1) I respond to the question that you posed to me on a subject we discussed some time ago. I conveyed, through HaRav, distinguished chassid* who fears Hashem and devotes himself to communal needs, Rav M. G.[1], that it was important to develop the Chabad schools within the Oholei Yosef Yitzchak network and to affiliate with this network the religious schools founded by the Peylim. Nevertheless, these institutions must not be affiliated with a party or raise doubt. The authorities could then strengthen their position, declaring the uselessness of these parties, and the Ministry of National Education would then be in direct relations with each of these schools, which would, of course, be harmful.

In my view, in any event, it is necessary that no school be totally independent, which would weaken it considerably, internally and, what is even more grave, externally. It is doubtless unnecessary to say more.

From the outset, my intention was therefore that all the schools belonging to this network unite in a non-affiliated stream[2], that they have a joint management, capable of conducting negotiations and discussing with the Ministry of National Education or any other administration.

I have good hope that the Peylim schools will integrate into this network, then, afterward, those of the long-established kehillah*[3][4]. It is therefore necessary to found a joint management in which Agudas Chabad, Tzeirei Agudas Chabad and the Oholei Yosef Yitzchak network shall be represented. The Peylim shall be invited to have representation as well.

Of course, all this is only a proposal, which can be modulated, especially by adding representatives to the management as new members join this non-affiliated stream. It is clear that what matters above all is not to deviate from the principal objective, and one must therefore be certain that those who join the management will be concerned with it.

If the schools organize themselves in this way, there will no longer be any cause for fear. There will no longer be any question of a direct relationship between National Education and each school, which is absolutely undesirable. For this organization will itself conduct the negotiations through its general management.

2) I have already said several times that, for many reasons, there is every reason to think that the other circles will lend you their assistance, in order to establish a non-affiliated school network. You must understand what I mean. But for this, you yourselves must display the necessary alacrity.

במענה על שאלתם אודות הענין שדברתי זה מכבר, ומסרתי ג"כ ע"י הרה"ח הוו"ח אי"א נו"נ עוסק בצ"צ וכו' מוהרמ"ג שי', בענין הנחיצות להרחיב מוסדוות חינוך חב"ד ע"י הרשת דאהל"יי, וכן לצרף לזה ג"כ את מסודות החינוך הדתיים שע"י הפעילים ובאופן שכל הנ"ל לא יהי' חותם מפלגה על זה, ועורר אצלם חחש, שזה יתן מקום להממשלה להתחזק בטענתם שאין צרוך במפלגות כלל, ומשרד החינוך של הממשלה יעמוד בקישור ישר עם המוסד חינוך עצמו, אשר זה עלול להביא היזק, כמובן:

הנה לדעתי, בלא"ה מוכרח הדבר שלא יהי' כל מוסד ומוסד ענין בפ"ע, שעי"ז יוחלש כחו ביותר, הן כלפי פנים ובעיקר כלפי חוץ, והאריכות בזה אך למותר. ולכן כוונתי מתחלה היתה, שכל המוסדות חינוך שכינסו ברשת זו, יתאחדו כולם בתור זרם בלתי זרמי, ותהי' הנהלה כללית, שע"י הנהלה זו יתנהלו כל המו"מ ודו"ד הן עם משרד החינוך והן עם משרד מתאים אחר. וכיון שתקותי, אשר יצטרפו לזה ג"כ מוסדות החינוך של הפעילים ובמשך הזמן גם של הישוב הישן כו'ו, הרי יש לע"ע לקבוע הנהלה שבו יכנס ב"כ אחד מאגו"ח, א' מצעירי אגו"ח, א' מהרשת דאהל"יי, ולהציע להפעילים שגם הם יבחרו א' משלהם שיהי' בההנהלה, כמובן פרטים אלו הן רק בדרך הצעה אשר ניתן לשנות, ובפרט - הרחיב את ההנהלה כשיתחבר עוד מוסד לזרם בלתי זרמי זה. אבל מובן ופשוט, שבכדי שיתנהלו הענינים מבלי נטי' מכוונה, צ"ל בטח שאלו העומדים בראש ההנהלה ישמרו על הנקודה. וכשיתארגנו מוסדות החינוך באופן הנ"ל, הרי בטל החשש ואין מקום לטענה שמשרד החינוך של הממשלה יעמוד בקישור ישר עם מוסד החינוך (שזה אינו רצוי כלל וכלל) כיון שגם ארגון זה מתדבר עם משרד החינוך ע"י הנהלה כללית.

ב) כבר אמרתי כ"פ, שמכמה טעמים יש לקוות שמחוגים שונים יסייעו בידם להביא מהכח אל הפועל ארגון של מודות חינוך בלתי זרמים, וד"ל, ובלבד שהם מצדם ישתדלו בזה במרץ המתאים...
