To the distinguished chassid* who fears Hashem

and devotes himself to communal needs,

I greet and bless you,

I have received a letter from HaRav Moshe Shapiro of Tel Aviv, who informs me of his action to establish the greatest possible number of mikvaos* in our Eretz HaKodesh*. He has founded over a hundred of them in the barracks of the immigrants who have come from the Arab lands, from Bulgaria, Romania, Hungary and Poland.

He has difficulty obtaining the suitable raw materials[2] — for example, bathtubs, piping, cement, tiles. It is impossible to procure all of this on the spot, even when one is able to pay.

I know your interest in, and the value you place upon, taharas hamishpachah* and the mikveh. I would therefore like to ask you whether, through your influence, you have the possibility of procuring these elements that are needed there to build mikvaos.
