To Agudas Chabad in Eretz HaKodesh*,

to the Tzeirei Agudas Chabad in Eretz HaKodesh,

may Hashem grant you long life,

I greet and bless you,

A) I propose that your two organizations bear a single name[1]. You shall therefore write:

Agudas Chassidei Chabad, in our Eretz HaKodesh, may it be rebuilt and restored

and on the following line:

Tzeirei Agudas Chassidei Chabad, in our Eretz HaKodesh, may it be rebuilt and restored.

B) The internal management of Agudas Chabad shall remain what it has been until now, but, as I already wrote some time ago, it shall be necessary to add to it a representative of the youth. Yet nothing has been done in this matter. The youth must therefore, as quickly as possible, choose a second representative, in addition to the one who already sits on the management of Agudas Chabad.

Membership shall therefore be common to these two organizations. If, for example, membership cards are printed, the two names previously cited shall appear upon them. But among the information one shall add a notation specifying the affiliation with Tzeirei Agudas Chabad.

C) According to current usage, it would be good to institute dues for Agudas Chabad and also for Tzeirei Agudas Chabad. As a first step — for example, during the first three months — these dues shall be divided equally between the two institutions. Afterwards, you shall be able to modify the division, with the consent of both, in accordance with the respective expenses observed during these three months.

Note: Presumably, the dues will not cover all expenses, all the more so since they must be as inexpensive as possible so that all may be members. Consequently, the Lubavitch institutions in Eretz HaKodesh will likewise pay dues. Each one will set aside from its income a certain amount, or, even better, a percentage, for the joint fund of the two organizations, whose activity is for the benefit of all these institutions.

D) All that concerns external representation, for example before the officials of the Jewish Agency[2] or of the various ministries, shall fall within the competence of Agudas Chabad. If suitable, it shall be necessary to involve also one of the youth, belonging to the management of the two organizations.

E) The diffusion of Chassidus in shuls, in yeshivos and, generally, before all audiences in Eretz HaKodesh requires many travels, efforts and a particular zeal. This activity therefore falls more specifically within the responsibilities of Tzeirei Agudas Chabad. Nevertheless, it shall also be necessary to appoint to the organizing committee a representative of Agudas Chabad.

F) If it is necessary, in printing chassidic texts, to indicate the name of the publisher, you shall use the formulation cited above: Agudas Chassidei Chabad in our Eretz HaKodesh, Tzeirei Agudas Chassidei Chabad in our Eretz HaKodesh, may it be rebuilt and restored.

I hope that you will discuss these proposals as quickly as possible and let me know your decisions.

May the hiskashrus* of each of us to our holy master cause sechel* to direct emotion. Thus we shall all carry out the shlichus* entrusted to us here below, with a peaceful spirit and a joyous heart.

ב) הנהלת אגו"ח כלפי פנים, נשארה כמו עד עתה, אלא, כמו שכתבתי זה מכבר, שראוי לצרף עוד ב"כ אחד מהצעירים - ועד עתה לא נעשה בזה דבר - הנה על הצעירים לבחור בהקדם האפרי ב"כ שני משלהם - נוסף על הב"כ שיש להם עתה בהנהלת אגו"ח.

החברות באגודה הנ"ל תהי' אחת בשביל כולם, היינו - אם ידפיסו כרטיס-חבר ועוד כיו"ב, הנה יהי' בהכרטיס רשום ב' השמות הנ"ל. אלא שיש להוסיף בתוך שאר הידיעות, גם סעיף המבאר שייכותו לצעירי אגו"ח.

ג) כנהוג בכל העולם, הנה כדאי להנהיג באגו"ח וצעירי אגו"ח, הענין דמס חבר, ובמשך זמן הראשון, היינו בערך שלשה חדשים, יחלקו ההכנסה שוה בשוה בין אגו"ח וצעירי אגו"ח, ואחרי זמן זה יהי' ברשותם לשנות החלוקה, בהסכם שני הצדדים מתאים לההוצאות שיהיו לאגו"ח וצאגו"ח, במשך ג' חדשים אלו.

הערה : יש לשער שההכנסה ממס חבר לחוד, ולא תספיק לכל ההוצאות הדרושות, ובפרט שיש להקטין גודל מס זה, עד כמה שאפשר, בכדי לאפשר להכנס לאגודתינו כל השייכים אלי', ולכן יש להטיל מס על מוסדות דליובאוויטש אשר באה"ק ת"ו, שכל חסד ומוסד יפריש מהכנסתו, אם סכום מסוים, או, יותר טוב, אחוזים מסוימים, לקופה המשותפת דאגו"ח וצאגו"ח, כיון שעבודת הנ"ל מסייעת ועוזרת לכל המוסדות הנ"ל.

ד) בכל העינים השייכים למו"מ כלפי חוץ, וכמו עם ב"כ הסוכנות והשרים השונים וכו', הנה מוטל ביחוד על אגודת חב"ד. אלא שבענינים המתאימים, יש לצרף ג"כ אחד מב"כ הצעירים הנכנסים בהנהלת אגו"ח וצאגו"ח.

ה) ארגון הפצת דא"ח בתי כנסיות שונים וישיבות שונות, ובכלל בין חוגי אנשים שונים באה"ק ת"ו, הנה זוהי עבודה שדורשת טלטול ממקום למקום השתדלות ומרץ מיוחד וכו', שנכנס זה בתפקיד צעירי אגו"ח, אלא שבהנהגת הנ"ל יהי' בועד המארגן, ב"כ מהנהלת אגודת חב"ד.

ו) בנוגע להדפסת דא"ח, במקום שנצרך להורות שם המדפיס, יהי' כתוב ג"כ כנ"ל, אגו"ח באה"ק ת"ו, צעירי אגו"ח באה"ק ת"ו.

תקותי שידונו ע"ד הצעות הנ"ל בהקדם היותר אפשרי, ויודיעוני ההחלטות.
