To the rav*, distinguished chassid* who fears Hashem
and is devoted to communal needs,
Rav Saadya[1], emissary of the Sages,

Greetings and brachos*,

I duly received your letters of 7, 8, and 12 Shevat, with the request for brachah and the lists[2] enclosed therewith. You have surely obtained the receipts directly from the office.

It is very unfortunate that it takes you so much time to obtain the official documents and the authorizations[3]. But I have good hope that, in the end, we will prevail, so that you may participate, with all your strength and by all your talents, in the diffusion of the wellsprings[4] outward — although it is impossible to speak of "the outside" with regard to Yidden* who have yiras Shamayim*[5].

It is the case, nevertheless, with regard to pnimius haTorah*, and Chassidus* in particular, which is not known there[6]. One can, from this point of view, speak of an outside, as Tanya* says, in Iggeres HaKodesh, in chapter 29, regarding mitzvos*. Indeed, these are the inner aspect of the Will of Hashem, which does not prevent distinguishing different stages of this depth.

The office will also tell you whether it has received the Maamad[7], for the necessity of respecting order causes a delay.

אאשר בזה קבלת מכתביו מז', ח' וי"ב שבט עם הפ"נ והרשימות המוסג"ב ובטח יקבל את הקבלות ישר מהמשרד.

חבל במאד שמתעכב כ"כ ענין הנירות והרשיונות שלו, אבל תקותי חזקה שסו"ס יהי' דידן נצח וישתתף בכל כחותיו וכשרונותיו בהצפת המעינות חוצה, ואף שא"א לומר על היהודים יראים וחרדים ל' חוצה, אבל בנוגע לידיעת פנימיות התורה, ובפרט תורת החסידות שאינה ידועה שם, הרי ג"ז נק' חוצה וע"ד המבואר בתניא אגה"ק סי' כ"ט בענין המצות, שאף שהמצות הן פנימית רצון העליון ב"ה כו' הנה כמה בחי' פנים לפנים כו'.

בטח יודיעו ג"כ מהמשרד שלהם שקבלו הנפנה, כי מפני הסדר מתעכב סידור הענין.
