To the directors of the Chabad institutions in Eretz HaKodesh*,

to whom Hashem will grant long life,

Greetings and blessings,

You have asked me about the organization of the institutions and their direction.

I have already given my opinion on this question and have written it, in relatively detailed form, in my letter addressed to the Agudas Chassidei Chabad of 24 Sivan 5711[1]. I will repeat all of this here, at least briefly, with some complementary explanations.

It is necessary to distinguish two points: the internal structure[2] on the one hand, and external representation[3] on the other.

A) Concerning the internal structure, it seems to me preferable that each institution be autonomous and in direct relation with here. Obviously, this does not exclude the possibility of supervision or inspection. Likewise, it remains conceivable that one institution may oversee another. The one charged with this supervision will also be in direct relation with here.

B) It is not the same for external representation, which must be done by a single entity. In some areas this is indispensable, in others desirable. This role is therefore entrusted to the Agudas Chassidei Chabad, which will be representative — each time it is necessary — of all the institutions in Eretz HaKodesh* bearing the name of Chabad.

I specify clearly that I am speaking of those that bear the name of Chabad. For certain things must be accomplished by the Chassidim* in Eretz HaKodesh* in a neutral manner and not as representatives of Chabad. In such matters, the intervention of the Agudas Chassidei Chabad can even be damaging.

C) The Agudas Chassidei Chabad must represent the various institutions externally. It follows that there must be, on the directorate of this association, a representative of each institution. From the names that have been transmitted to me, this is indeed the case.

D) The Agudas Chassidei Chabad cannot give orders concerning the internal management of each institution. It can, however, advise — but the directorate of the institution remains free to accept or refuse its opinion.

E) For the moment, I propose that the members of the directorate of the institutions be the following: ...

F) Inspection and supervision: It is quite clear that these functions must be assumed by one who is suffused with Chassidic and brotherly love. I therefore propose that the supervisors be the following: ...

G) The supervisor must advise and verify. He will be in direct liaison with here, and he will report on what is happening in the institutions. On the other hand, he cannot change a decision of their directorate.

H) Obviously, the directorate of each institution is responsible for its development, and it must do everything necessary to achieve this.

This is self-evident, but I must nevertheless state it, for some institutions are presently in decomposition, and it seems that their directors remain seated with arms folded, contenting themselves with the answer formulated in the Mishnah*: "Why should we burden ourselves with all of this?"[4]. The fault committed in formulating such a response is quite clear and needs no demonstration. I will therefore say no more.

I ask all these institutions, after taking note of this letter and discussing its contents, to confirm to me having received it, to inform me of all their remarks, and to indicate to me what will have been done.

במענה על שאלתם אדות חוות דעתי בענין סדר המוסדות והנהלתם"

כבר גליתי חוות דעתי וכתבתי עד"ז, בארוכה לפי ערך, במכתבי לאגו"ח מיום כ"ד סיון, תיש"א, ואבוא פה עוד הפעם בתוספת ביאור, על כל פנים בקצרה.

הנה בכלל שתי חלוקות בדבר: א. כלפי פנים. ב. כלפי חוץ.

א. בעניני פנים, הנה לפי דעתי טוב ונכון הדבר אשר לכל מוסד תהי' לו אוטונומי' שלו, ויעמוד בקישור ישר לכאן. מובן שאין זה שולל שיהי' מעין קונטרול או בקורת מאיש או מוסד על גבי חברו, אשר פועל הקונטרול הזה יעמוד ג"כ בקישור ישר עם כאן.

ב. מה שאין כן בנוגע כלפי חוץ, הרי בכמה ענינים מוכרח הדבר, ובכמה ענינים על כל פנים טוב הוא, שיהי' בא-כח אחד לכל המוסדות, ותפקיד זה הוא של אגודת חב"ד, היינו שאגודת חב"ד תציג כלפי חוץ, בכל ענין הדורש זה, את כל המוסדות באה"ק אשר חותם חב"ד עליהם.

מדגיש אני בזה שחותם חב"ד עליהם, כי יש ענינים אשר על אנ"ש לפעול באה"ק ת"ו בתור אנשים נייטרליים ולא בתור אנשי חב"ד, ובענין כזה אפשר שהתערבות אגודת חב"ד עלולה לקלקל.

ג. יוצא מהנ"ל כיון שאגו"ח צריכה לייצג את המוסדות השונים כלפי חוץ, מוכרח הדבר שבהנהלת אגודת חב"ד יהי' בא-כח מכל אחד ואחד מהמוסדות, ועל פי מה שכתבו על דבר חברי הנהלת אגו"ח, הרי אמנם יש בההנהלה בא-כח מכל מוסד ומוסד.

ד. אגודת חב"ד אינה מתערבת בתור פקודה בענינים הפנימיים של כל מוסד ומוסד (מה שאין כן בתור נתינת עצה, אשר ברשות הנהלת המוסד לקבלה או לדחותה).

ה. חברי ההנהלה של המוסדות, לעת עתה הנני מציע שיהיו:...

ו. בקורת וקונטרול . מובן מעצמו שהקונטרול והבקורת צריכים להיות חדורים באהבת חסידים ואהבת אחים. בתור אנשי הקונטרול לעת עתה הנני מציע :...

ז. מתפקידו של הקונטרול הוא בתור נתינת עצה ובחינה ולעמוד בקישור ישר עם כאן ולהודיע מהנעשה בהמוסד, אבל אין בכחו לשנות החלטת ההנהלה.

ח. מובן מעצמו אשר על הנהלת כל מוסד ומוסד מוטלת האחריות וצריכה היא לנקוט בכל הצעדים הנחוצים לקיום והתפתחות המוסד.

- ולכאורה דבר פשוט הוא זה, ומוכרחני לכתוב בפירוש על זה, באשר יש מהמוסדות שהולך וחרב, וכנראה שההנהלה יושבת בחיבוק ידים, במענה המובאה במשנה - מה לנו ולצרה הזאת. וגודל הפשיעה במענה זו ברורה ואינה צריכה ראי'. וד"ל.

בבקשה לכל אחד מהמוסדות הנ"ל אחרי הקריאה והדיון בכל האמור בזה. לאשר קבלת מכתבי זה ולהודיעני הערותיהם וכל הנעשה בכל הנ"ל.
