To the Rav, great scholar, distinguished Chassid* who fears Hashem,

devotes himself to the needs of the community, multiplies

positive accomplishments, Rav Levi Yitzchok[1],

Chief Rabbi[2],

After expressing the wish that you are well,

I address you for the following reason.

We can, baruch Hashem*, observe concretely the moral and Divine success of the Lubavitch Yeshivos, since their establishment fifty-five years ago and until now.

Thanks to Hashem, these Yeshivos have formed thousands of talmidim* — great scholars of Torah, filled with yiras Shamayim*. A good portion of them have occupied and still occupy religious positions in important Jewish communities. Most of the talmidim* of the Lubavitch Yeshivos and of those who received their chinuch* in this institution stand in the front rank of action and positive accomplishment, in everything connected to the diffusion of Torah, of yiras Shamayim*, and of the strengthening of Jewish observance, in the places where they reside, often giving of their own person for this.

But despite this spiritual success, the material situation of the Merkaz of the Lubavitch Yeshivos is at present difficult and critical. The debts are impressive and they put in peril the survival of this gigantic institution.

For this reason, the delegate of the Sages*, the Rav, Chassid* who fears Hashem and distinguishes himself by his good conduct, Rav Yosef Halevi Weinberg[3], has departed in these days for Africa[4], where he will represent the Merkaz of the Lubavitch Yeshivos.

I therefore wish to ask you to come to his aid, by every possible means, so that his mission may be crowned with success and that he may bring the long-awaited help to this great institution.

It is of course unnecessary to describe to one such as yourself the importance of supporting authentic Torah. May Hashem grant that we witness very soon the elevation of the keren* of Torah and of the tradition of Israel, until the coming of our righteous Moshiach*, when "the earth will be filled with knowledge of Hashem"[5], very soon and in our days.

N.B.: I add a point that is timely, since it is connected to our Parshah and to the giving of one's own person[6].

The halacha* by which one becomes Bar Mitzvah at thirteen is justified according to two views:

A) Rashi*, in Maseches Nazir* 29b, says that at this age one is called "ish*" — man — in accordance with the verse: "The two sons of Yaakov, Shimon and Levi, took, each man, his sword"[7]. The same statement is found in the Machzor Vitry, at the end of chapter 5 of Maseches Avos*.

Thus the term "ish*" marks maturity, as it is said: "Who has made you a man?"[8] One should consult, on this verse, the commentaries of Rashi* and of Rabbeinu Bachya, which diverge from Shemos Rabbah at the same reference. It is also said: "You shall strengthen yourself and be a man"[9]. One can also cite other verses.

B) The Rosh* says, in his responsa, beginning of the sixteenth principle, that this age was transmitted to Moshe Rabbeinu* on Mount Sinai.

The choice of the first or second view has a halachic implication for non-Jews. According to the first view, they are obligated, from the age of thirteen, to fulfill their own mitzvos*[10]. Obviously, this is not the case according to the second view. One should consult Rambam*, Hilchos Melachim, ch. 9, par. 10 and ch. 10, par. 2, as well as the responsa of the Chasam Sofer*, Yoreh Deah, ch. 317.

According to the second view, this age is a law of the Torah. According to the first, it corresponds to a natural fact, since in general it is upon reaching this age that one attains maturity.

From this an ethical teaching can be drawn. The verse of Shimon and Levi, from which this proof is drawn, describes a logical situation[11].

Nevertheless, a limit also follows from this. For one might think that the practice of Torah and mitzvos* must be based upon a purely intellectual approach. It is for this reason that the following remark is formulated:

Let one reflect, then, upon what the sons of Yaakov did! They seized a sword. As soon as they reached the age of practicing mitzvos*, their first act of avodas Hashem* was the mesirus nefesh* of their own person[12].

הנה על של עתה באתי, והוא:

עין בעין רואים את ההצלחה הרוחנית האלקית השורה ת"ל על הישיבות תומכי תמימים ליובאוויטש מאז הווסדן זה ה"ן שנים מלפנים, עד עתה.

ישיבות אלו הצליחו להעמיד, בעזר השי"ת אלפי תלמידים, כן ירבו, מופלגי תורה ויראה, חלק גדול מהם כיהנו ומכהנים פאר במשרות קדש בתוככי קהלות חשובות בישראל, ורוב התלמידים ומחונכי הישיבות תומכי תמימים ליובאוויטש, עומדים בשורה ראשונה של עבודה ופועל טוב בשדה הרבצת תורה ויראת שמים וחיזוק עניני היהדות במקומות מושבותיהם לפעמים תכופות - עד כדי מסירת נפש.

אמנם למרות ההצלחה הרוחנית, הנה המצב החומרי של מרכז הישיבות תת"ל בעת הזאת קשה וחמור, החובות עלו למעלה ומזעזעים הם את קיומו של המוסד הענקי הלזה.

בקשר עם זה יצא ימים אלו לאפריקא השד"ר הרה"ח הוו"ח אי"א נו"מ בעל מדות וכו' מוה"ר יוסף שי' הלוי וויינבערג, בשליחות מרכז הישיבות תת"ל"

והנני בזה לבקש את כהדר"ג שי' לעזור לו בכל האפשרות, בכדי אשר יצליח בשליחותו להביא עזר וסיוע המקווה להמוסד הענקי הלזה.

גודל מצות החזקת תורה תמימה בודאי אין צריך ביאור לדכוותי', ויהי רצון אשר בעגלא דידן נראה בהרמת קרן התורה וקרן ישראל סבא עד יבוא משיח צדקנו ומלאה הארץ דעה את הוי' גו' בב"א.

נ"ב. מענינא דפרשתא ובענין מסנ"פ:

ידוע דיש שתי דיעות במקור הדין דבן שלש עשרה למצות, א) דעת רש"י (נזיר כט, ב) ד"ה ור' יוסי דבן י"ג מצינו שקראו הכתוב איש, כדכתיב ויקחו שני בני יעקב שמעון ולוי איש חרבו, וכן הוא במחזור ויטרי לאבות ספ"ה, - והכוונה בזה, דשם איש מורה על גדלות, וכמש"נ מי שמך לאיש (עיי"ש בפרש"י וברבינו בחיי, והוא דלא כמ"ש בשמו"ר שם), וחזקת והיית לאיש, ועוד. ב) דעת הרא"ש (בשו"ת ריש כלל טז) שזהו בכלל שיעורין הלכה למשה מסיני.

וי"ל הנפ"מ בין שתי הדיעות לענין דין בן נח, דלדיעה הראשונה גם בב"נ בן י"ג למצות דילי', משא"כ לדיעה השני', וכמובן (ויעויין רמב"ם הל' מלכים פ"ט יו"ד, פ"י ב', שו"ת חת"ס חיו"ד סשי"ז).

היינו דלדיעה השני' זהו דין תורה, אבל לדיעה הראשונה, כן הוא בטבע - עפ"י הרוב - דבן י"ג נעשה גדול בשכל ודיעה.

ויש לרמז ע"ד המוסר, שלכן בהראי' דחיוב במצות מהכתוב דויקחו וגו' איש - ראי' אשר יסודה שעפ"י טעם ושכל צריך להיות כן"

הנה כתבו שוברו בצדו, אשר אל יאמרו אשר די ומספיק לקיום תומ"צ הנהגה ע"פ טעם ודעת, ולכן מורים לו באצבע:

ראה והתבונן, מה עשו בני יעקב: ויקחו איש חרבו - תיכף לחיוב במצות שלהם, התחילו בעבודה של מסירת נפש דוקא.
