I greet you and bless you,

I am responding to your letter of 18 Tevet:

A) Concerning the Talmud Torah*, it would be good to encourage the teacher to approach the Merkaz L'Inyonei Chinuch. He has never yet come here. You will kindly also communicate to me the address of the Talmud Torah and of the teacher.

B) You will be able to find proverbs and short ideas on the subjects you need by consulting the compendium Hayom Yom and the discourse of Pesach* 5703 [1].

C) Concerning the Minchah* prayer on Friday afternoon, it is preferable, according to the opinion of my father-in-law, the Rebbe Shlita, to fix it in the early afternoon, with the entire congregation, rather than just before the onset of Shabbos, if each one then prays alone.

D) Concerning the Psalms at the beginning of the prayer [2], the Halachah* specifies that one must pronounce the praise of Hashem [3] before praying [4]. This is their reason for being and they allow, in addition, one to pray while being filled with the joy of the Mitzvah. The necessity of reading them appears in all the books of the Geonim*, commentators of the Talmud, and the Decisors. The one who questions them contradicts therefore a practice that is binding on all and that is the practice of the great Sages of all eras, men upon whom all the children of Israel rely and among whom are Rav Amram Gaon, Rav Saadya Gaon, Rav Netronai Gaon, Rav Moshe Gaon, Rav Yitzchak Alfasi*, Rabbeinu Yonah, Rashi*, the Rambam, the Rashba, the Ramban, the Sefer Mitzvos Gadol*, the Sefer Mitzvos Katan*, the Tur*, the Beis Yosef*, the Rama*, the Bayis Chadash*, the Levush*, the Turei Zahav*, the Magen Avraham* and many others still.

If one cannot do otherwise, it has been permitted not to read them, in order to pray with the community, on the condition of doing it in the manner indicated in the Shulchan Aruch*. But, this has nothing to do with the question you pose, since the reason for this permission is clearly specified. Indeed, thanks to these Psalms, the prayer is accepted and answered, and it is certain that it is also so when it is pronounced by an entire community, which, moreover, has indeed read these Psalms. This is why one can join it.

This is indeed a case where one cannot do otherwise, where it is impossible to have both at the same time [5]. This is also the case if one cannot say the blessings Baruch She'amar* and Yishtabach*. It is then permitted to join the community.

The later Decisors furthermore rule that one must say, after the prayer, all the Psalms that one could not read before, with the exception of the blessings of Baruch She'amar and Yishtabach.

But, a priori, each one must make the effort to be able to say the entirety of the prayer. This is self-evident.

What happens to the one who acts coldly against all of this, mocks the decision of the Sages and the custom of all Israel, is clearly specified by the Mishnah and the Gemara. There is no need to be more specific on this subject.

במענה על מכתבם מח"י טבת:

א) בענין הת"ת כדאי לזרז את המורה שיבקר את המל"ח, כי עדיין לא הי' כאן, גם בבקשה להודיענו האדריסה של הת"ת ושל המורה.

ב) מאמרים ורעיונות קצרים בענינים הרצויים להם יוכלו למצוא בקבץ "היום יום", בשיחת חה"פ ה'תש"ג וכו'.

ג) ע"ד מנחה בעש"ק נכון הוא - ע"פ הוראת כ"ק מו"ח אדמו"ר שליט"א - שיתפללו בצבור מנחה גדולה ולא מנחה קטנה ביחידות.

ד) מה שהעירו ע"ד אמירת פסוקי דזמרה, הנה הלכה פסוקה היא (ברכות לב, א) לעולם יסדר אדם שבחו של מקום ואח"כ יתפלל מנלן ממשה כו' ולכן תקנו לומר פסוד"ז קודם התפלה וכן כדי לעמוד בתפלה מתוך שמחה של מצוה, והובאה תקנה זו בכל ספרי הגאונים מפרשי הש"ס והפוסקים, וא"כ המזלזל באמירת פסוד"ז מזלזל בתקנה אשר נתקבלה, ע"י גאוני עמודי התורה וההוראה שבכל דור ודור, אנשים אשר כל בית ישראל נשען עליהם, ומהם: רב עמרם גאון, רב סעדי' גאון, רב נטרונאי גאון, ר' משה גאון, רי"ף, ר' יונה, רש"י, רמב"ם, רשב"א, רמב"ן, סמ"ג, סמ"ק, טור, ב"י, רמ"א, ב"ח, לבוש, ט"ז, מג"א ועוד ועוד.

והא דבדיעבד התירו משום תפלה בצבור, לדלג בפסוד"ז (ודוקא ע"פ האופנים המבוארים בשו"ע) אינו ענין לשאלתם כלל, כיון שמפורש הטעם ע"ז, דפסוד"ז נתקנו בשביל התפלה שתהא רצוי' ומקובלת וע"י תפלה עם הצבור תפלתו מקובלת ודאי (וי"ל סניף לזה, דהרי הצבור בתפלתם הקדימו ואמרו פסוד"ז, והוא כולל עצמו עמהם) וכיון שהוא בדיעבד שא"א לו לקיים שתיהם (וה"ה אם א"א לו לומר אפילו ברוך שאמר וישתבח) מדלג ומתפלל עם הצבור.

- וכבר פסקו האחרונים שאחר התפלה יאמר כל מה שדילג מלבד הברכות דהיינו ב"ש וישתבח -

אבל לכתחילה חייב כל אדם לזרז את עצמו בענין שלא יצטרך לדלג כלום, ופשוט.

והעושה בשאט נפש היפך הנ"ל, ומזלזל בתקנת חכמים ומנהג כל ישראל ענינו מפורש במשנה גמרא וכו' ואין להאריך.
