To the executive committee of Agudas Chassidei Chabad*

in Eretz Yisroel*, upon whom Hashem will bestow long life,

Greetings and blessings,

I am replying to your letter of the 19th of Menachem Av and to the preceding ones.

I learned with satisfaction from your letter that you are setting forth a program of action. You formulate various proposals for the future and you ask my opinion concerning them.

It seems to me that the Lubavitcher chassidim* in Eretz Yisroel can, in my analysis, be divided into different categories. There are first various institutions, such as the yeshivos*, the kollel*. Each must have a relative autonomy. There are also certain individuals who hold particular responsibilities — rabbanim*, shochtim*, young men. Finally, there is the body of chassidim taken together, also forming a group.

Here, in my opinion, are the prerogatives of Agudas Chassidei Chabad:

A) It must represent the chassidim who form this body on various occasions — that is, whenever the matter does not concern a particular institution or a specific category of chassidim.

B) It must coordinate the action of the institutions to prevent dissension and interference among them.

C) It must oversee in a general way all the institutions, without however intervening in their internal management.

D) It must oversee in a general way the various categories of chassidim — for example, the youth, who constitute the "Tze'irei Agudas Chassidei Chabad," or the Chabad women, who are also going to organize themselves, as I proposed in one of my previous letters.

E) It must be attentive to all that takes place in Eretz Yisroel, formulate proposals, take initiatives for new actions, according to the needs of the moment — for example, the rescue of the children of immigrants.

So that the decisions and actions of Agudas Chassidei Chabad not be contested, it would be well that there be in the executive committee a representative of each institution. In fact, this condition has been met in its present composition, since one finds in it delegates of the yeshivos Tomchei Temimim, Toras Emes[1], of the kollel, of the Kfar*[2], and of the youth.

The points to be put urgently on the agenda are the following:

A) One must use, as is fitting, the luminous day of Chai Elul, so that it may have a great contribution, material and spiritual, in particular for the Chabad chassidim.

B) One will use the month of Tishrei to disseminate the wellsprings of Chassidus* in the best manner.

C) A teaching pertains specifically to the seventh year, that of shemittah*[3]. It will be necessary to organize the supply of foodstuffs that allow one not to transgress its prohibitions, and to disseminate the laws specific to this seventh year.

D) A particularly important point which I already mentioned in my previous letter, but which seems to be past, since the persons concerned must be in Paris on September 13 — I nevertheless recall it for the record. It will be necessary to represent the chassidim before the leaders of the Joint[4] who came from here and who were on a visit some time ago in Eretz Yisroel. You have surely done in this matter what I asked, and I await good news of it.

E) Concerning all that has just been said, a publication in the press and the periodicals is necessary, and this also belongs to the prerogatives of Agudas Chassidei Chabad[5].

You propose to distribute responsibilities among the members of the committee, and you ask me who, in my opinion, is most suited for each of the prerogatives. Being at a distance, it is difficult for me to express an opinion in this matter. More generally, I do not know if it is good to apportion responsibilities in this way. The opposite seems more logical. It is necessary to take into account the capacities of each, to organize the work so that they may be fully utilized.

Among you, indeed, some must be better able to represent Agudas Chassidei Chabad to the outside. They should therefore be entrusted with this charge. Others are more effective in organizing the work from within, and they should therefore do so in all areas. Others still know how to organize a campaign, orally or in writing. They will therefore be entrusted with this systematically.

The synthesis of what has just been said is the following:

A) So that there be no opposition on the part of the institutions that already exist, Agudas Chassidei Chabad will not involve itself in their internal management. These institutions will remain in direct relation with here. They will turn to Agudas Chassidei Chabad only for matters common to several institutions. In such cases, the agudah* will have a coordinating role.

B) It is particularly urgent to set forth a work program so that Chai Elul and the month of Tishrei may be used as is fitting.

Enclosed is a copy of my letter to the youth of Agudas Chassidei Chabad[6]. You will assist them in assuming the responsibilities that are specifically theirs.

An excerpt[7] of what I said on Shabbos Mevarchim*[8] Elul has already been sent to you. It would be well to disseminate it, in the appropriate manner, in the widest circles.

I await on all these points the most rapid response possible.

I conclude by wishing each of you to be inscribed and sealed for a good and sweet year and for the satisfaction of all your needs,

ציבור מהו״ר יוסף שי׳ וינברג ,שמצב בריאותו טוב יותר מכפי שהי׳
ושנסיעתו המתוכננת לא יצאה לפועל ,הרי ידוע הפירוש של אשרי יושבי
ביתך -שזוהי מעלה ]סיוע[ ל -עוד יהללוך סלה.
הנני משער שנוטל חלק בשיעורי תורה ,ומשתדל לתמוך בלומדים
במדינתו ,כהוספה לתמיכה ששולח מחוץ למדינתו.
מעניין אותי לדעת כיצד בריאותו ואודות עסקיו ,גם אודות עניניו
הרוחניים ,ויכול לכתוב לי באידיש או באנגלית )כפי שנוח לו יותר לבטא

בבוקר לאחר התפילה את ה״יום״ תהלים )כפי שהתהלים נחלק לימי
החודש( ובחודש אלול עד יום כפור ,להוסיף גם את פרקי התהלים
שאודותם חמי כ״ק אדמו״ר מסר בשם זקנו הצמח צדק ורבנו הזקן)בעל
השולחן ערוך והתניא( שיאמרו אותם בימי חודש אלול עד יום כפור ,וכפי
שהם מפורטים ב״היום יום״.
בפרשת ראה ,שקראו אתמול ,אומרת התורה ,ראה נתתי לפניך את
החיים וגו׳ ובחרת בחיים ,ביאר כ״ק מו״ח אדמו״ר ,שבכך שהקב״ה אומר
ליהודים ,ובחרת שתבחרו בתורה ומצוות ,שזוהי דרך החיים ,הרי באמירת
ובחרת ,נותן הקב״ה כח לכל יהודי ,שיוכל לעמוד בנסיונות שיש לו מבחוץ,
וגם ]נגד[ הטענות של יצרו הרע מבפנים ,ושילך בדרך התורה ומצוות ,שזה
נותן לו חיים ארוכים ,חיים טובים וחיים של פרנסה והצלחה.
אצלנו המנהג שכבר מתחילת אלול מזכירים כתיבה וחתימה טובה ,הנני
מאחל לו לזוגתו ולילדיו יחיו כתיבה וחתימה טובה לשנה טובה ומתוקה.

נדבתו ששלח ע״י הרה״ח וכו׳ מהו״ר יוסף שי׳ וינברג ,קבלתי ומסרתי׳
ל״לשכת חשאין״ שמטרתה לסייע לאנשים או מוסדות ,שזה צריך להעשות
ללא פרסום ,כדי לא לבייש אותם או לא להזיק להם ,שצדקות שכאלו ,הן
מהנעלות ביותר במעלת הצדקה.

זה עתה קבלתי שוב את הפ״ש שלו ע״י הרה״ח הוו״ח אי״א נו״מ
עוסק בצ״צ וכו׳ מהו״ר יוסף שי׳ וינברג ,ואת המכתב הארוך שכתב אליו,
ועל כך הנני לעוררו;
. . .כותב שהוא מודאג] ,כי[ אינו בטוח אם מילא את שאיפת חמי כ״ק
אדמו״ר זצוקללה״ה נבג״מ זי״ע ,ואת ההוראות שנתן לו בזמנו איך
להתנהג בעסק ,ואולי לא מילא זאת בדיוק ,ולכן חושש שזה גרם את עגמת
הנפש ח״ו בבריאות ובעסק.
בודאי מיותר להדגיש ,שחמי כ״ק אדמו״ר רצה תמיד ורוצה גם היום,
רק להטיב ולשמח יהודים ,במילא להיות מודאג ובעגמת נפש ח״ו -אפילו
כאשר כן הוא כפי שחושש שלא קיים הכל כפי שהוא כתב לו -שלכן
מענישים ,זהו ההיפך מהנהגתו התמידית וגם הנוכחית של חמי כ״ק
אדמו״ר ,לעזור ולהטיב לזולת ,אבל בשום אופן לא להעניש חס ושלום.
לכן ,דעתי היא ,שבלי נדר ,כמה פעמים בשבוע ילמד ויקרא את
הזכרונות והשיחות של חמי כ״ק אדמו״ר ,ויהי׳ חזק בבטחון ,שכל הברכות
שחמי כ״ק אדמו״ר נתן לו ,בודאי יתקיימו ,וירצה ויוכל להנהיג את ביתו
בדרך התורה והמצוה עוד יותר מאשר לפני כן ,ולתת צדקה ביד רחבה ולב
שמח.
