To the great Rav, distinguished chassid* who fears Hashem,

Rav Shlomo[1],

Greetings and blessings,

You are the rav of Be'er Sheva, and I would therefore like to remind you that numerous settlements have been established in this city as well as in its immediate vicinity. According to the information available to us here, it appears that their situation is critical from various points of view. You will therefore understand the meaning of my intervention.

All who reside in this region, and in particular the rav heading the kehillah*, must strive insofar as possible to strengthen there every aspect of Yiddishkeit*. You know the saying of my father-in-law, the Rebbe, that "a single positive action is preferable to a thousand sighs."

You are surely aware of all this. A shliach* is presumed to have discharged the mission entrusted to him, and a rav responsible for a kehillah is indeed Hashem's shliach. But Chazal* say that one urges zerizus* upon those who already possess this quality naturally[2].

Two points may be deduced from this: first, that it is permitted to urge zerizus, and second, that this urging of zerizus is in fact useful. It will here enable an intensification of action — just as, beginning with the fifteenth of Av, "one increases"[3] and "receives berachos" accordingly[4].

I conclude as I began, by wishing you to give good news, to inform me that your wife is doing better.

I saw on your letterhead that you are the author of Birkas Shlomo. I do not possess this work in my library, and I would like to know how to procure it.

The kuntres* published on the occasion of the 12th of Tammuz, the festival of the liberation of my father-in-law, the Rebbe, was sent to you by separate mail.

[2] Mechilta on Shemos 12:17 — Rabbi Yishmael's principle: "one urges zerizus only upon those who are zerizim."

[3] One's Torah study, since the nights — designated for learning — lengthen from this date.

[4] An increased opportunity to learn Torah is then granted even to one whose study had been irreproachable beforehand. Likewise, urging zerizus upon one whose action is irreproachable is the means of multiplying that action.

... בהזדמנות זו הנני לעורר את כת"ר, שהוא הרב דבאר שבע, אשר בעיר זו ובסביבותי' נוסדו עתה כמה וכמה ישובים חדשים, וכפי הידיעות המתקבלות כאן, מצב היהדות בהם מעורר דאגה מפני כמה וכמה טעמים, וד"ל. ועל כל אחד ואחד הנמצאים בחבל הנ"ל, ובפרט על הרב מנהיג העדה, להשתדל בכל המאמצים ולעשות ככל יכלתו בענין החזקת היהדות לכל פרטי'. וידוע פתגם כ"ק מו"ח אדמו"ר - "טובה פעולה אחת מאלף אנחות".

בטח גם לכת"ר ידוע עד"ז, וחזקה שליח - וכל רב מכהן פאר בעדתו, שלוחו דרחמנא הוא - עושה שליחותו. אבל כבר אמרו רז"ל, אין מזרזין אלא למזורזין, ש"מ תרתי: א) שמותר לזרז, ב) דהזירוז מביא תועלת. ולא יהא הזירוז אלא להעדפה. וידוע ההנהגה מט"ו באב ואילך, דכל המוסיף מוסיפין לו.
