To the distinguished chassid, who fears Hashem,
Rav Elkanah[1],
Greetings and blessings[2],
I have duly received your request for blessing, through the great Rav, distinguished chassid who fears Hashem and devotes himself faithfully to communal needs, Rav Shlomo Zalman Hecht[3]. I will read it when I am at the tziyun* of my father-in-law, the Rebbe. Undoubtedly, he will invoke divine mercy, so that you receive, together with your wife, the satisfaction of all your needs, that Hashem fulfill all your requests, in their entirety and each one in particular.
Rav Hecht also tells me that a business opportunity is presenting itself to you. May Hashem grant that you know success and that there be realized in you the saying[4] of my father-in-law, the Rebbe, which he transmitted in the name of the Alter Rebbe*, author of the Tanya* and the Shulchan Aruch*: "Hashem entrusts material goods to Jews so that they make of them spirituality."
I conclude by referring to what is current — Parshas Matos. I will do so briefly, for time does not permit me a long analysis, but for someone like you, these few lines will suffice.
It is known that nedarim* (vows) differ from all the other commandments of the Torah, since they take effect when "one is about to become a man," that is, at twelve years old, whereas one is bound to put into practice the other commandments only at thirteen years[5].
This delivers a lesson to us. A vow is, in fact, a precaution, and our Sages say that "the neder is a fence (siyag*) for one's relationship with material goods"[6]. One formulates it therefore in order to be certain not to stumble in one's practice of the Torah and the mitzvos*.
True, our Sages say, in the Yerushalmi Nedarim, at the end of ch. 9: "Suffice yourself with what the Torah forbids you"[7]. From this perspective, the neder could be interpreted as a mark of pride. Even more, one might imagine that it would be forbidden, since it is said: "You shall not subtract from these commandments and you shall not add to them"[8].
The Torah underscores, in consequence, that this is not at all the case. One can, in fact, put into practice the Torah and the mitzvos while being, in the expression of the Ramban*, "a degenerate within the bounds permitted by the Torah (naval birshus haTorah)"[9]. It is therefore indispensable to hold to the injunction: "Stand guard over what I require"[10].
Through the mitzvah of nedarim, the Torah thus teaches in what manner one must conduct a person to the practice of the mitzvos when he reaches thirteen years. He will prepare himself for such an accomplishment by multiplying the precautions, the fences around what the Torah forbids.
It is therefore in this sense that nedarim prepare the practice of the Torah and the mitzvos when "one is about to become a man." Obviously, one cannot in this matter expect the same conduct from everyone. The precautions of which men are in need are not always identical. Thus, our Sages say, "an ignoramus must not eat meat"[11], whereas the contrary is true for the Torah scholar, to whom our Sages say: "Instead of consuming vegetables, take rather meat."
It is for this reason that the parshah relating to nedarim was said to the heads of the tribes (rashei hamatos)[12]. On them depends, in fact, whether these vows are annulled or confirmed, in what domain it is good to formulate them or preferable to abstain. For one has seen the impossibility of adopting in this matter an identical position for all. It is therefore the head, possessing a luminous vision of all things, who is qualified to express himself on this matter.

כן מזכיר הרה"ג וכו' העכט שי' שיש לו עתה איזה דרך לכנוס לעסק, יהי רצון שיהי' בהצלחה ויקוים בו מה שהגיד כ"ק מו"ח אדמו"ר בשם כ"ק אדמו"ר הזקן, בעל התניא והשו"ע, דער אויבערשטער גיט אידן גשמיות און אידן מאכן פון גשמיות רוחניות.
והנני מסיים מענינא דיומא דפ' מטות, אף כי בקצור כי אין הזמן גרמא להאריך ולדכוותי' יספיק וכו'.
ידוע דענין הנדרים מחולק משאר הציווים שבתורה, בזה שמתחילים במופלא סמוך לאיש, היינו בן י"ב שנה ולא בי"ג כשאר ציוויי התורה, ולדעת כמה ראשונים זהו מדאורייתא, והמוסר השכל שבזה הוא, שהרי כל ענין הנדרים הם בגדר סייג, וכמרז"ל נדרים סיג לפרישות, היינו שנודר בעצמו כדי שלא יכשל בקיום התומ"צ, ואף שארז"ל ירושלמי נדרים ספ"ט, דייך במה שאסרתו תורה, ובמילא הרי אפשר לומר שאין זה אלא בגדר יוהרא, ולא עוד אלא שגם חשש איסור יש בדבר, משום לא תגרע ולא תוסיף, ולכן באה התורה ומורה באצבע שבהיפך הוא, כי בקיום התומ"צ לבדם, הרי - כמאמר הרמב"ן ר"פ קדושים - אפשר שיהי' נבל ברשות התורה, ומוכרח הדבר שיעשה משמרת למשמרתי, ובאה התורה במצות נדרים לרמז שבאיזה אופן יש לחייב את האדם לכשיהי' בן י"ג שנה למצות, הוא ע"י ההכנה שמוסיף גדר ופרישות על מה שאסרה תורה, וזהו ענין הנדרים שמתחילים בתור הקדמה לקיום התומ"צ, היינו במופלא סמוך לאיש, ומובן מעצמו שאין זה דבר השוה לכל נפש, כי אינו דומה במה שצריך פלוני להפרש ואין מקום לחשש לאיש אחר, ולדוגמא מרז"ל עם הארץ אסור לאכול בשר משא"כ ת"ח שהוא להיפך וכמרז"ל באתר דעייל ירקא ליעול בשרא, ולכן דוקא פ' נדרים נאמרה לראשי המטות, היינו במעלת הנשיאים, שהפרת הנדרים וקיומם הרי זה תלוי בנשיאי המטות, היינו במה לנדור ובמה שהוא טוב שלא תדור - כיון שאינו דבר השוה לכל נפש - צ"ל זה ע"י הנשיא שיכול לומר זה הדבר, באספקלריא המאירה. וד"ל.
