By the grace of Hashem,

To the Rav, distinguished chassid who fears Hashem and

devotes himself to communal needs,

issued from an illustrious lineage[1],

Rav Azriel Zelig[2],

Greetings and blessings,

A) You did not write to me where public shiurim* on chassidus* already exist and where it is necessary to create them. So that there be no interference in this matter with someone else's activity, you will act in concert with the great Rav and chassid, Rav Shlomo Yosef Zevin[3], with Kollel Chabad, the Yeshivah Toras Emes, and the representatives of the Chabad shul* in the holy city of Yerushalayim, may it be rebuilt and restored.

You will, together, conceive a program in this domain. You will let me know about it, and I will then intervene to the fullest extent possible.

B) Concerning the letterhead of the gemach* of the Kollel[4], one must, in my opinion, adopt the name that I gave in my preceding letter[5]: "Central gemach of Kollel Chabad, Yerushalayim, may it be rebuilt and restored," or, in reverse order, write: "Kollel Chabad," then on a second line: "Central gemach of Kollel Chabad."

C) As for the collection relating to this gemach[6], it can be included in the general appeal. If you are in agreement to disseminate it for Rosh Hashanah*, you will then add to it the following paragraph:

"We particularly underscore to our friends, the chassidim, may Hashem grant them long life, wherever they are found, the importance of the gemach of Kollel Chabad. It is the central financing managed by this institution. You know that this gemach represents one of the most perfect forms of tzedakah*, all the more so since the capital brought by the donors is maintained permanently[7]. These sums can therefore be borrowed many times, and each time it is the donors' money that is used for this."

D) I had received a telegram from you, by which you informed me of your intention to organize a great chassidic farbrengen* for everyone, on the day of the liberation of 12-13 Tammuz. You requested my blessing in this regard.

I replied to you in its time, by telegram, and I would now like to know in detail what was done.

E) In that telegram, I also publicly stated my opinion concerning the elections[8]. You have doubtless disseminated it as it should be.

I conclude in wishing you to know success in your sacred mission and in transmitting my greetings to all the members of the directorate[9],

...ו) בנוגע לשיעורי דא"ח ברבים, הנה אינו כותב איפוא הם נמצאים כבר ואיפוא יש לייסדם, ומהנכון הי' כדי שלא יהי' בזה ענינים של כניסה בעבודת רעהו, שיתייעצו יחד עם הרה"ג והרה"ח כו' מוה"ר שלמה יוסף שי' זווין ובכ"ח תורת אמת, וב"כ בתכ"נ חב"ד שבעיה"ק ירושלים ת"ו ויעבדו תכנית בזה, ולכשיודיעו התכנית אשתדל לעשות בזה כפי האפשרי.

ז) בנוגע להטופס של קרן גמ"ח של הכולל, הנה לדעתי יקראו את השם וכמו שכתבתי כבר במכ' הקודם - "קופת גמ"ח מרכזית של כולל חב"ד ירוש' ת"ו" - או בסדר הפוך שיהי' כתוב "כולל חב"ד", ותחת לזה "קופת גמ"ח מרכזית של הכולל חב"ד".

ח) בנוגע לקו"ק ביחס למפעל הגמ"ח, הנה אפשר לכלול זה בהקו"ק הכללי באם שירצו לפרסמו לר"ה הבע"ל, היינו שיוסיפו ס[ע]יף מיוחד:

"ביחוד הנני מעורר את ידידנו אנ"ש שבכל אתר ואתר ד' עליהם יחיו על המפעל החשוב ביותר של הכולל חב"ד, והוא קופת גמ"ח מרכזית שעל ידו, אשר ידוע שזהו אחת מהמעלות היותר נעלות במצות הצדקה ובפרט אשר הקרן הניתן מיד נדיבים קיים הוא, ולוים והולכים לוים את הכסף כמה וכמה פעמים אשר בכל פעם ופעם הנה עוד הפעם משתמשים בכספו למפעל חשוב זה".

ט) קבלתי מברק ממנו שמתעתד לסדר התועדות כללית בימי הגאולה י"ב וי"ג תמוז ובקשת ברכה: ועניתי לו בטע"ג במועדו, ואתענין לדעת הפרטים ע"ד ההתועדות הנ"ל.

י) במברק הנ"ל הוספתי ג"כ ע"ד פרסום דעתי בנוגע להבחירות ובטח עשו בזה באופן המתאים.
