of Agudas Chassidei Chabad in Eretz Yisroel,

whom Hashem will grant long life,

Greetings and blessings,

I was pleased to receive your letter of 21 Iyar. For various reasons, my reply has been delayed until now. Kindly excuse me for this.

I learned with pleasure that you have become aware of the great responsibility incumbent upon you. You have committed yourselves to broaden the field of your activities, to set and to bring to completion the objectives of Agudas Chassidei Chabad in Eretz Yisroel. You know how precious time is. It is said that "Days were created," and it is incumbent upon man to make Hashem's presence manifest within them. But this mission takes on a particular importance in our era, that of the heel of Moshiach*, when he "stands behind our wall," in the expression of my father-in-law, the Rebbe.

How much more so is this the case in Eretz Yisroel, toward which "the eyes of Hashem are always turned, from the beginning of the year to the end of the year," as Iggeres HaKodesh* explains in chapter 14.[1] Indeed, a new light emanates there from the Supernal Wisdom, which has never yet illuminated the world. And this is so literally every day.

A) You propose to add new members to the directorate of Agudas Chassidei Chabad in Eretz Yisroel. Unanimously, you wish to include there a representative of Yerushalayim, Rav Azriel Zelig Slonim; a representative of Kfar Sefarya[2], Rav Zalman Sudkevitch; and one of the young men issued from the yeshivah*, Rav Yitzchak Gansburg. It is judicious to appoint these new members, and I therefore accept your proposal. May Hashem grant that it be fruitful.

In my opinion, it would be good to have a second representative of the young men. You will choose him following appropriate reflection.

B) Unfortunately, it appears that there will soon be elections[3]. I therefore wish to underscore the importance and the sacred merit, incumbent upon all those who fear the word of Hashem, of taking part in them. Each one will cast his own vote and will invite others to do so. One will opt for the most Orthodox lists. Not a single vote should be lost.

I hereby give you authorization to make my opinion known with the greatest determination. I request that all those who fear Hashem and respect His Name, men and women, do everything in their power to multiply the number of voters for the most Orthodox lists.

C) In my opinion, Agudas Chassidei Chabad ought to create a women's section. This would have two objectives. On the one hand, it would organize the wives of the Chabad chassidim* and all those who are intellectually and emotionally close to the Chabad movement. On the other hand, it would conduct broader activity among women, to whom it would underscore their specific approach and their particular roles.

D) In my view, the time has come to organize a particular section for the young chassidim[4] and for those who are close to the spirit of Chabad. This creation will have two effects. It will permit, first, the strengthening of these young men, and also enable them to exercise their influence over the broader circles of youth, which implies a particular approach and adapted means.

As for what concerns paragraphs C and D, I will not enter here into the details, since everything depends on the conditions on the spot. I therefore rely on your judgment. You will surely propose to me a detailed program of work, according to the needs of the place and the moment. I await your proposals and thank you in advance for them.

Note: It is quite obvious that the effort for participation in the elections must also be exercised toward women and the young. Nevertheless, one should not wait for the creation of the sections designated above, since time is pressing. The experience that you will have acquired through the campaign for these elections will doubtless be useful to you for formulating proposals concerning these organizations.

I extend to you my brochah for success in your sacred mission. Moreover, our leader[5] chose the term "agudah" (union) for your organization, and you will consult, in this regard, the Likkutei Torah*, on the maamar* "HeHarim," beginning of chapter 3, and the maamar "U'lekachtem" of the Tzemach Tzedek*, currently in press[6].

May Hashem grant that all of us together put into practice the will of our forefathers, the holy masters of Chabad, and, what is closest to us, that of my father-in-law, the Rebbe, in expansiveness, without veil and without difficulties.

Very soon, we shall witness the coming of Moshiach, as the promise was made to us, when the wellsprings of chassidus* spread outward. Then my father-in-law, the Rebbe, will lead us toward the complete and true Geulah*.

שלום וברכה!

בנועם קראתי מכתבם מכ"א אייר, ומפני כמה סיבות נתעכב המענה שלי עד עתה, ואתם הסליחה.

שמחתי לקרא כי מרגישים גודל האחריות שעליהם וכי קבלו עליהם להרחיב שטח פעולותיהם ולהביא ולהוציא לפועל המטרות של אגודת חב"ד בארה"ק ת"ו. ואם בכלל יקר הזמן, כי ימים יוצרו ולא - ולו קרי - אחד בהם, הרי גדל ערכו ביותר בדורותינו דעקבתא דמשיחא, אשר כפי פתגם כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע הנה זה עומד אחר כתלינו ממש, ובפרטי פרטיות בארצנו הקדושה ת"ו, אשר עיני הוי' אלקיך בה מראשית השנה ועד אחרית שנה, וכמבואר באגה"ק סי' יד, שיורד ומאיר מח"ע אור חדש ומחודש שלא הי' מאיר עדיין מעולם כו' מבחי' עליונה יותר כו' ובפרטי פרטיות כן הוא בכל יום ויום כו'.

(א) במה שמציעים להוסיף חברים להנהלת אגודת חב"ד באה"ק ת"ו, ובהסכם כלם מציעים להוסיף בא כח מירושלים ת"ו הרב עזריאל זליק שי' סלונים, בא-כח מכפר ספרי' ה' זלמן שי' סודקביץ ומן הצעירים שבתמימים את הר' יצחק שי' גנזבורג, נכון הדבר לצרף את הנ"ל והנני מאשר הצעתם ויהי' רצון שיהי' בהצלחה. והייתי מציע שכדאי לצרף, לאחר עיון בדבר, עוד בא-כח אחד מהצעירים.

(ב) על של עתה באתי להדגיש (כיון שנראה לדאבוננו שיהיו בחירות ובעתיד הקרוב), על החוב והזכות קדוש, אשר כל אחד מהחרדים ויראים לדבר ה' צריך להשתתף בבחירות, הן בעצמו והן בהשפעה על זולתו, להצביע בעד הרשימות החרדיות ביותר, שלא ילך לאיבוד אפילו קול אחד.

והנני מוסר בזה רשות ויפוי כח לפרסם את דעתי בכל התוקף ובכל החוזק, אשר על כל אחד ואחת מיראי ה' וחושבי שמו לעשות ככל יכלתו להרבות מספר המצביעים בעד הרשימות החרדיות ביותר.

(ג) לדעתי צריך הי' לארגן באגו"ח מחלקה מיוחדת של נשים, ופירושו בשתים: לארגן את נשי חסידי חב"ד ואת כל אלה אשר רוח חב"ד יקר ללבן ולנפשן, והשנית, בשביל עבודה בין הנשים בכלל , אשר כמובן אופי מיוחד גישה מיוחדת ותפקידים מיוחדים לעבודה זו.

(ד) לדעתי באה העת לארגן מחלקה מיוחדת בין הצעירים מאנ"ש והקרובים לרוח חב"ד, והכוונה בשתים: בשביל חיזוק כחותיהם הם, ובשביל עבודה בחוגים רחבים יותר של הנוער, אשר אופי מיוחד גישה מיוחדת ותפקידים מיוחדים לעבודה זו.

בנוגע לסעיפים ג' וד' איני נכנס כאן בפרטים, כי הרבה תלוי בהמצב על אתר, ואל בינתם אשען. ובטח יציעו תכנית עבודה מפורטת בזה בהתאם לדרישת המקום והזמן, ואחכה להצעתם בזה, ות"ח מראש.

הערה: מובן מעצמו, אשר בנוגע לבחירות, צריכה להיות התעמולה גם בין הנשים ובין הצעירים, אבל אין לחכות על אירגון מחלקות הנ"ל, כי הזמן קצר, ובטח הנסיון שבתעמולת הבחירות יעזור בהכנת ההצעות בנוגע לאירגונם.

בברכת הצלחה בעבודתם הקדושה, - ולהעיר מהשם "אגודת", הנבחר מנשיאנו, עפמש"כ בלקו"ת ד"ה כי ההרים ימושו רפ"ג ומד"ה ולקחתם אגודת אזוב להצ"צ (נמצא בדפוס) -

ויהי רצון אשר כלנו יחד נזכה להשלים את רצון כ"ק אבותינו רבותינו הקדושים נשיאי חב"ד, און דאס וואס איז אונז נעענטער - רצון כ"ק מו"ח אדמו"ר - מתוך הרחבה ובלי העלמות והסתרים,
